Salary: $53,449.00 - $68,147.50 AnnuallyLocation : Columbia, SCJob Type: Full-TimeJob Number: 202400047Department: ENGINEERINGOpening Date: 10/01/2024Closing Date: 1/4/2025 11:59 PM EasternPay Grade: 112Description This position monitors and inspects City utility construction, renovation and installation projects for compliance with plans, specifications, regulations and standards of quality and safety; and performs related administrative and technical work as required. The incumbent works within a general outline of work to be performed, and develops work methods and sequences under general supervision.The work is considered medium in nature and involves walking, standing, stooping, stretching or lifting all of the time and also involves exerting between 20 and 50 pounds of force on a recurring basis, or considerable skill, adeptness and speed in the use of fingers, hands or limbs in tasks involving very close tolerances or limits of accuracy. The work requires the following physical abilities to perform the essential job functions: crouching, feeling, grasping, kneeling, mental acuity, reaching, speaking, standing, talking, and visual acuity.Work environment may involve exposure to bright/dim light, dusts and pollen, extreme heat and/or cold, wet or humid conditions, extreme noise levels, vibration, fumes and/or noxious odors, traffic, moving machinery, electrical shock, heights, toxic/caustic chemicals, explosives; and is relatively safe, secure, and stable. Essential Job Functions
  • Coordinates and monitors the work of engineers, developers and contractors to ensure all utility construction and installation work is in accordance with plans, specifications and regulations;
  • Attends and participates in pre-construction meetings;
  • Reviews construction plans and specifications for compliance with established codes, ordinances and standards; conducts site visits to determine potential drainage problems as appropriate;
  • Inspects construction materials for compliance with specifications and regulations;
  • Coordinates taps to existing water system;
  • Inspects installations throughout various stages of development;
  • Conducts water main pressure testing and fire hydrant flow testing; coordinates water quality sampling and testing;
  • Reviews and approves contractors' pay requests;
  • Investigates reported utility problems; resolves complaints from property owners;
  • Assists in coordinating projects with local, state and federal agencies, as well as other City and county departments and other parties as necessary;
  • Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility;
  • Performs general administrative work as required, including attending meetings, preparing records and reports, entering and retrieving computer data, etc.;
  • Attends meetings, training, seminars, etc., as necessary to maintain and enhance job knowledge and skills; and
  • Performs other related duties as assigned.
Qualifications Minimum Requirements to Perform Work:
  • High school diploma or GED;
  • Eight (8) years of relevant prior experience;
  • Valid South Carolina Class D Driver's License;
  • Must possess Erosion Protection and Sediment Control Inspector certification within one (1) year from date of hire.
Knowledge, Skills, and Abilities
  • Knowledge of mathematics involving the practical application of fractions, percentages, ratios and proportions; or measurements, logarithmic or geometric construction. May use algebraic solutions of equations and inequalities; descriptive statistics; deductive geometry, plane and solid, and rectangular coordinates; mathematical classifications or schemes;
  • Knowledge of the construction practices of underground utilities;
  • Ability to coordinate or determine time, place or sequence of operations or activities based on analysis of data or information and may implement and report on operations and activities;
  • Ability to persuade or influence others in favor of a service, point of view, or course of action; may enforce laws, rules, regulations or ordinances;
  • Ability to handle or use machines, tools or equipment requiring brief instruction or experience, such as computers for data entry, fax machines, copiers, telephones or similar equipment; may service office machines, including adding paper and changing toner;
  • Ability to perform coordinating work involving guidelines and rules, with constant problem-solving;
  • Ability to read journals, manuals and professional publications; speaking informally to groups of co-workers, staff in other organizational agencies, the general public, people in other organizations; presenting training; composing original reports, training and other written materials using proper language, punctuation, grammar and style;
  • Ability to perform specialized technical or entry-level professional work requiring general understanding of operating policies and procedures and their application to problems not previously encountered; application of specialized technical or professional principles and practices or the use of a wide range of administrative methods in the solution of problems; requires normal attention with short periods of concentration for accurate results and occasional exposure to unusual pressure; and
  • Ability to guide others, requiring frequent decisions affecting co-workers and others who depend on the service or product; works in a somewhat fluid environment with rules and procedures but with many variations from the routine.
