Salary: See Position Description Location : Albemarle, NC Job Type: Full-Time Job Number: 2000252 Department: Utilities Opening Date: 10/29/2024 Closing Date: 11/12/2024 11:59 PM Eastern Job Description Performs responsible fiscal and administrative work in support of the Public Utilities Department. An employee in this class is responsible for providing journey-level office management, including reception, customer service, administrative support, accounts payable and accounts receivable work, budget assistance and tracking, database management, records management, compliance reporting, and other administrative tasks. Work involves coordination with other staff and departments within the County's organizational structure. Considerable judgment and office technology skills are needed, as well as knowledge of the utility system services and policies. Starting salary is $42,018 Examples of Job Duties Provides reception, administrative support, records management, and office administration for the department; processes incoming and outgoing mail; prepares correspondence and documents; files hard copies and maintains databases and spreadsheets to track information. Coordinates preparation and receipt of RFPS for engineering, maintenance, repair, and construction work; ensures proposals are complete; tracks pay requests; obtains signatures and submits for payment; coordinates work with property owners in acquisition of easements; coordinates with County Attorney and property appraisers in obtaining information. Establishes and maintains a variety of databases for system development fee collection, DEQ applications, third-party inspection services, sewer flow allocation spreadsheet, etc. Compiles and produces a variety of reports for approval and submission including Disinfection and By Products Report, Sewer Use Ordinance, OSHA manual updates, water quality reports, etc. Coordinates review and approval of developer requests for connections to utilities; coordinates with municipalities on approval of final plans. Compiles and processes timesheets for the department; processes invoices, including obtaining signatures and authorizations and ensuring proper budget codes. Schedules interviews, prepares personnel action forms, and maintains departmental personnel files; coordinates scheduling meetings and training; coordinates training approval and expense advancement and reconciliation. Assists the public with information about departmental policies, processes, and requirements. Assists with preparation and administration of departmental budget; tracks separate budgets for systems with separate permits; assists with tracking capital needs and rates; assists with obtaining prices and other information. Creates, enters, maintains, and follows up on a database of work orders. Prepares annual Consumer Confidence Report; compiles various data and prepares WWTP and other monthly and annual reports; compiles data and assists with grant applications. Orders supplies and parts. Tracks capital projects, grants, contracts, and related projects; prepares invoices for engineers and other projects; identifies time to draw down grant funds. Maintains calendar of appointments and meetings for department staff. Tracks employee training and re-certification time frames; enrolls employees in necessary training. Additional Job Duties Performs related duties as required. Knowledge, Skills, and Abilities Considerable knowledge of the County's utility customer service policies and procedures. Considerable knowledge of standard operating practices involved in modern office operations and serving the public. Considerable knowledge of office technology, including financial applications, spreadsheets, databases, word processing, and specialized utility software such as automated utility meters. Knowledge of County budgeting, purchasing, and personnel policies. Knowledge of departmental operations and regulatory reporting. Knowledge of paraprofessional accounting principles and practices. Skill in customer service excellence, teamwork, conflict resolution, and other interpersonal customer service skills. Accuracy in data entry, calculations, and reporting. Ability to deal tactfully and effectively with the public. Ability to create and maintain accurate records, reports, and files and to proof own work. Ability to set and follow effective work priorities; organize work for efficient processing and meet established deadlines. Ability to establish and maintain effective work relationships with customers, co-workers, supervisors and County officials. Accuracy in the entry of data and compilation of records and ability to proof own work Qualifications Graduation from a community college with courses in business or accounting, and considerable experience in journey level administrative work in a technical environment involving use of office technology and public contact; or an equivalent combination of education and experience. STANLY COUNTY BENEFITS (Full-time Employees) Employees accrue sick and vacation time each paycheck. Stanly County observes twelve (12) holidays. New Year's Day, Martin Luther King Jr. Birthday, Good Friday, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving (Thursday and Friday), Christmas (3 days). Employees receive one (1) personal day per year. INSURANCE BENEFITS: Stanly County provides health & vision insurance with Blue Cross and Blue Shield of North Carolina. Our plan is a PPO, 80/20, with a $1000 deductible. Teledoc is offered through our insurance for a $10 co-pay per visit. Primary care visit is a $40 co-payment. Specialist is $50 co-pay. One free eye exam per year. The insurance coverage is FREE to full-time employees. Dental Coverage is with Guardian dental insurance and is FREE to full-time employees. Other volunteer insurance benefits include: Flexible Spending Program, Life Insurance, Cancer, Accident, and Disability policies. Stanly County offers an employee health clinic. Our on-site Advance Practice Provider will see employees and dependents covered on our county insurance plan free of charge. This service does not replace your primary healthcare providers but augments their care. As a wellness benefit, employees have the option of joining the Stanly County YMCA. The County will pay half of the employee's membership. Employee Assistant Program is offered through Atrium Health. Each employee will receive up to six (6) free sessions on a rolling year. Dependent children and/or spouse may also use the sessions. RETIREMENT: Stanly County Employees will be a member of the N. C. Local Government Employees' Retirement System. Stanly County is required to withhold six percent (6%) from each paycheck and deposit it into the retirement system. The County also contributes to the plan. You are vested at five years as a contributing member. After one year of contributing membership in the system, a death benefit is available if you die while still in active service or within 180 days of your last day of service. NC 401(k) (Supplemental Retirement Plan): Employees can contribute to the Empower 401(k) plan upon hire. If the employee contributes at least one percent (1%), Stanly County will match one percent (1%). Additionally, employees may make additional contributions through the following options: 457 Deferred Compensation Plan and Roth Plan Option. LONGEVITY: Longevity pay is earned after three (3) years of continuous Local Government retirement benefited service working with Stanly County government.
