Location: Baraboo,WI, USA
To manage, plan, organize, and coordinate the operations of the Water and Sanitary Sewer Utilities.
1.Direct the water production, treatment, and distribution system.
2.Direct and manage water and wastewater testing and compliance functions, including test result reporting.
3.Plan and direct maintenance, repair, and operational activities of the water production, distribution, and treatment facilities, including development of a 5-year maintenance plan (coordinated with the Street Superintendent).
4.Direct the wastewater treatment and sewage collection system.
5.Plan and direct maintenance, repair, and operational activities of the WRRF and sewage collection system.
6.Supervise daily water and wastewater testing required by the Department of Natural Resources.
7.Supervise all construction and maintenance related to the Utility building and grounds.
8.Monitor the preparation of daily and weekly work schedules for crews and adjust employee assignments as needed.
9.Maintain operational and administrative records and reports as needed by the Department, the Water and Sewer Utilities, and City.
10.Keep the Public Safety Committee informed on current and future regulations and issues facing the department.
11.Oversee reporting as required by the Public Service Commission and Department of Natural Resources. To include the annual PSC annual report, water service inventory report, the water cross connection report, and the mercury pollutant minimization program report and Collection Maintenance Annual Report (CMAR).
12.Ensure parts, equipment, and materials inventories are properly monitored and maintained.
13.Maintain necessary safety and accident reports.
14.Develop and maintain a 5-year plan for equipment, capital, and operational requirements.
15.Identify necessary capital improvements for the utilities and coordinate with the overall City's Capital Improvement Plans and efforts.
16.Coordinate the preparation of plans, specifications and bid documents for infrastructure additions and improvements and monitor contract adherence to the same.
17.Plan, prepare, administer, and monitor the annual budget of the Water and Sewer Utilities.
18.Draft Resolutions, Ordinances and Council Communications.
19.Author comprehensive reports including the Utility System analysis and comprehensive plan.
20.Prepare work order estimates and financial reporting documents.
21.Oversee accounting for the Water and Sewer Utilities.
22.Oversee all water and sewer billing processes.
23.Oversee customer service additions and approve shut-offs for non-payment.
24.Schedule all repairs of water & sewer mains and water services.
25.Inspect abandonment of private wells and authorize private well permits.
26.Respond to citizen complaints regarding water and sewer service.
27.Oversee department personnel administrative functions including personnel records, payroll, and training for certification requirements.
28.Resolve personnel issues, including acting as the first step in the grievance process.
29.Conduct employee performance appraisals for foremen, crew, and office staff.
30.Ensure that staff performance and utilization is appropriate.
31.Ensure department compliance with personnel ordinances and policies.
32.Assist in conducting impact analysis of proposed developments.
33.Assist City Engineer, Street Superintendent, City Administrator, Mayor, and other on issues of their concern.
34.Attend all required and applicable safety training classes.
35.Insure that all appropriate personnel attend safety training classes, wear appropriate safety equipment, and abide by all safety rules and regulations.
36.Complete the 5-year Wisconsin Pollutant Discharge Elimination System (WPDES) permit application.
37.Maintain Lease Agreements for rented space on water storage facilities.
38.Maintain Sewer Service Agreements with neighboring systems.
39.Maintain Backup Water Service Agreement with the Village of West Baraboo.
Peripheral Duties:
1.Attend educational workshops for information to maintain industry knowledge and necessary certifications.
2.Keep abreast of Public Service Commission administrative rules and changes.
3.Keep abreast of Department of Natural Resources regulations and requirements.
4.Be available to respond to emergencies as needed.
5.Member of Emergency Management Commission and the Incident Command Structure.
6.Serve as a member of the Information Technology Committee.
7.Perform other duties as requested or assigned
Tools and Equipment Used: Computer, computer software, telephone, base radio, and copy machines. Must also have working knowledge of field equipment operated by maintenance crews.
* Knowledge of Public Service Commission accounting principles, practices, rules and regulations, and reporting requirements.
* Possess a valid Wisconsin Driver's License (Commercial Drivers's License, Class A, B & C preferred).
* Possess good public relations skills.
* Having electronic mapping skills, data collection skills, basic surveying skills and engineering concepts is helpful. Possess WI DNR water and wastewater state licenses would be considered a plus.
* Familiarity with SCADA, including emergency call out programs.
* Experience with operating equipment, i.e. tractor backhoe, mini-excavator, etc.
* Ability to utilize and operate electronic tablets for tracking maintenance operations and utilities mapping software.
Education and Experience:
1. A minimum of five years' experience in a managerial/supervisory level position in a Utility-related field, or
2. At least ten years' progressive Utility experience with a minimum of three years in a lead or supervisory role1. Must meet, or be able to meet, within one year, the certification standards for a Waterworks Operator established by the State of Wisconsin Department of Natural Resources.
