Work includes installing, reading, repairing, replacing and testing commercial water and performing skilled duties involving the use of a variety of hand and power tools and equipment. Meets with customers by appointment to perform various tasks.CLASS DESCRIPTION:This is skilled work at the crew leader level that involves the driving of heavy trucks and the operating of heavy motor and construction equipment, complex mechanical equipment, and hand and power tools. Work includes manipulating a variety of complex controls simultaneously or non-simultaneously with the operation of the basic vehicle, providing routine and preventive maintenance to equipment, performing skilled laboring tasks when not operating motor equipment, and directing the activities of a crew of laboring and/or motor equipment personnel performing routine tasks.Essential Duties:Works and cooperates with co-workers and supervisors at all levels.Learns and performs all essential job functions accurately.Reads, installs, repairs, replaces, and tests commercial water meters.Performs various tasks in confined spaces.Operates heavy and complex equipment, as needed by work assignment.Performs skilled construction and maintenance work as needed by unit to which assigned.Directs a crew assigned by the supervisor to a variety of meter maintenance operations.Troubleshoots and resolves various inquiries and complaints.Maintains various logs and other operating records documenting assigned tasks and maintenance.Performs overtime work and may perform on-call duties.Reads blueprints and contract maps, demonstrates methods and techniques of tasks and of general laboring and motor equipment operation activities; trains subordinate crew members in equipment operations, in trades practices, and in care and use of tools and materials.Performs work assigned from work orders; completes job sheets, time sheets, and installation cards.May perform duties of Utility Worker III. May perform on-call services on a 24-hour basis. This position is considered emergency essential, and, as such, the incumbent may be required to report for regular work shift during inclement weather, or when an emergency situation arises.SUPERVISORY RESPONSIBILITIES:This position has no supervisory responsibilities.MINIMUM QUALIFICATIONS:Any combination of education and experience equivalent to completion of the tenth school grade and three years of progressively responsible general laboring work, some of which has included crew leader responsibility.PREFERRED EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES:Considerable knowledge of principles, practices, methods, techniques, hazards and safety rules and regulations of laboring and motor equipment operations and activities as they relate to meter maintenance work.Considerable knowledge of the geography of the County.Knowledge of tools, equipment, materials, and supplies used in meter maintenance work.Skill in the efficient use of and care for manual and power tools.Ability to read blueprints and contract maps.Ability to understand and follow oral and written instructions, directions.Ability to maintain records and complete reports of activities.Ability to perform heavy labor for prolonged periods of time, often under adverse weather conditions.Ability to maintain effective relationships with the public, coworkers and supervisors.Ability to direct the activities of a laboring or motor equipment operation crew.Ability to perform on-call services on a 24-hour basis.PHYSICAL DEMANDS AND WORK ENVIRONMENT:The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Ability to perform these operations using units of American money and weight measurement, volume, and distance.Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions. Ability to deal with problems involving a few concrete variables in standardized situations.Possession of a valid driver's license.Eligibility for a valid CDL license - Class A, issued by the State of Maryland, prior to appointment, and possession of such licensure within time limits specified by the County, and during tenure of appointment as a Utility Worker IV if required by work assignment.Confined Space Training Certification.Maryland State DOT certified Flagger Certification within six (6) months of employment.#J-18808-Ljbffr
