JOB SUMMARYThis is an entry to mid-level professional position under the immediate supervision of the Manager of Residential Valuation Services, and the general direction of the Sr. Director of Valuation Services. This position provides the valuation of residential, condo or commercial real estate for ad valorem purposes through the application of industry accepted methods, standard appraisal techniques, and statistical analysis including sales comparison, income and cost approaches. This position requires a higher level of responsibility and minimal supervision. ESSENTIAL JOB FUNCTIONS
  • Annually re-assesses residential, condo or commercial properties located in designated market areas, through sales transactions or the Income Approach, in compliance with the Department of Revenue (DOR) guidelines and measured by the sales ratio analysis of the tax roll.
  • Communicates with property owners in person, over the phone, and by email to provide quality customer service concerning methods and procedures used in determining value. Answers questions and investigates complaints by owners, representatives of outside agencies, and other employees relative to property values and appraisal techniques.
  • Defines problems, collects data, and establishes facts regarding unusual value cases. Independently draws conclusions and recommendations consistent with office policies based on Florida Sates and FDOR guidelines.
  • Demonstrates sound judgment and, with minimal supervision, independently solves potential value problems during Truth in Millage (TRIM) and Value Adjustment Board (VAB) periods. Prepares supporting data for VAB petition hearings. Represents the BCPAO at VAB petition hearings involving residential or commercial properties.
  • Reviews and re-assesses assigned parcels, splits & combinations, E&Is or DPs, new subdivisions or condos, tax estimates, and additions to the tax roll with correctness and some supervision in respect to applicable state statutes, rules and guidelines. Uses available imaging technology to verify or update relevant data. Assists with field audits and verifies property descriptions.
  • Assists other staff, within the department and throughout the organization, regarding residential property, condo property or commercial property valuation.
  • Reviews and analyzes legal documents which describe a new condominium or an amendment to an established complex, if assigned a condo market area.
  • Enters new accounts within the condo market areas. Enters information for new complexes which include common area amenities, individual unit features, ownership information, and legal descriptions.
  • Assists in damage assessment in coordination with federal and state emergency management offices during the aftermath of local disasters such as hurricanes and tornadoes. Contingencies such as these may require after-hours or weekend duty.
  • Performs any other related duties as required or assigned.
MINIMUM REQUIREMENTS TO PERFORM WORK
  • Associates degree in Real Estate, or related field, or a minimum of three (3) years of experience in property appraisal or assessment or residential or condo work, or five (5) years of experience in property appraisal or assessment for commercial work.
  • Appraisal education must include successful completion of courses in the Mass Appraisal of Residential Properties.
  • Certified Florida Evaluator (CFE) designation, or ability to obtain within two (2) years.
  • State-Certified Appraisal License preferred.
  • Knowledge of the Computer Assisted Appraisal (CAMA) System to organize, plan and prepare daily work activities necessary to mass update values.
  • Geographical competency of the real estate market in Brevard County area.
  • Proficiency in Microsoft Office applications, specifically Word, Excel and Outlook.
  • Valid Florida driver's license.
