In addition, applicants for this position must also meet the following requirements: - Veteran who served as a member of the Armed Forces of the United States as defined in Title 38, USC. - Served at least 4 years of active duty in the Armed Forces, and who was separated from such service under honorable conditions, or the surviving spouse of any such veteran. Background Investigation:Must have a reputation for honesty and trustworthiness. Misdemeanor and/or felony convictions may be disqualifying depending on type, number, severity, and recency. Prior to appointment, candidates will be subject to a background investigation.General Purpose: Under direction, serve as the veteran affairs liaison between the City of El Paso and other outside agencies, including but not limited to, federal, state and local organizations. Provide guidance, direction and coordination of regional related issues.Typical Duties: Serve as a liaison for City's Veterans Affairs Advisory Committee (VAAC), departments, community, organizations, businesses and media to publicize program services. Involves: Identify, establish and maintain communication with federal, state and local regulatory agencies. Establish and participate in outreach programs and special community events. Participate on councils, committees, or task forces that develop special interest programs for veterans and dependents. Prepare and submit detailed reports on activities and projects. Prepare and develop presentations to civic organizations on topics pertaining to veteran's services, programs or benefits. Respond to general inquires and provide customer service for veteran programs and resources related to veterans activities. Provide ongoing evaluation and coordination of veteran services, programs and events to determine efficiency and effectiveness. Identify operational problems and develop solutions.Represent the department and provide technical support, information and guidance on veteran's affairs. Involves: Advise and assist veterans in matters pertaining to their rights and benefits under law. Respond to requests for information and provide guidance on eligibility and entitlement requirements for federal, state, and local veteran's services, programs or benefits. Provide advocacy and representation services to the City's veteran population and their dependents. Counsel, advise and explain current laws and regulations for federal, state and local veteran's services, benefits and/or programs. Analyze and determine the impact of new and/or revised federal and state legislation or regulations regarding veteran assistance programs. Collaborate and coordinate with other federal, state and local agencies and organizations.Knowledge, Skills, and Abilities: - Application of considerable knowledge of federal, state, and local rules and regulations, and programs administered related to veterans' programs, benefits, rights, and obligations. - Application of considerable knowledge of veteran's benefits, associations, and assistance programs. - Application of good knowledge of guidance principles, techniques, and practices used in organizing, motivating, and working with veterans. - Application of some knowledge of superviso y techniques. - Application of some knowledge of computer hardware, software, and peripherals. - Ability to organize and coordinate programs and maintain standards of confidentiality. - Ability to conduct research, compile data, analyze findings, identify key issues, and prepare professional recommendations. - Ability to respond to inquiries, prepare and present information. - Ability to communicate clearly and concisely both orally and in written communication. - Ability to establish and maintain effective working relationships with City departments, community organizations, businesses, and the media.Other Job Characteristics: - Occasional driving through city traffic. - May be required to work evenings, weekends, or holidays. - Occasional lifting of equipment or materials of 30 pounds may be required.Classification Status: (HR 11/08/16), (HR 11/10/17), (HR 07/27/2022), (HR 05/22/22), (HR 09/11/22), (HR 03/12/2023), (HR 09/10/23), (HR 08/16/24), (HR 09/08/2024) **
