The Vice President & Chief Procurement Officer is responsible for leading the procurement organization within DC Water. They are responsible for procurement organization design and development, resource management, budget oversight, talent development, and training, leading the development and execution of procurement policies, strategies, and processes, and ensuring cost-effective and compliant sourcing for all DC Water purchasing. The role involves overseeing category management and strategic sourcing, contract administration, vendor relationship and performance management, materials management, and maintaining positive relationships with regulatory bodies to support the organization's strategic and effective vendor management.

Essential Duties & Responsibilities:

  • Designs and develops procurement organization to align with changing business demands and latest industry trends and oversees procurement talent development.
  • Oversees the updates and enforcement of procurement policies, procedures, and best practices to mitigate risks and enhance organizational efficiency.
  • Leads the development and execution of procurement strategies to optimize cost efficiency, quality, and reliability of goods and services across all DC Water operations and projects.
  • Oversees development of new processes, policies, Standard Operating Procedures (SOPs), Key Performance Indicators (KPIs), expense trackers, vendor registration & evaluation policies.
  • Drives risk assessments related to procurement activities, implementing mitigation plans, and ensuring a proactive risk management approach.
  • Directs contract administration processes, including, review and consent, post-award conferences with bidders, establishment of work schedule, tracking progress, negotiating new/changed requirements, contract modifications, exercising contract options, remedial action, settling claims, contract termination, and requests for payments.
  • Leads and promotes the implementation of measures and strategies aimed at enhancing productivity and streamlining operations within the procurement organization, thereby driving overall efficiency improvements across the department.
  • Provides recommendations for periodic evaluation, performance monitoring, and improving supplier performance.
  • Oversees and coordinates the entire range of processes and activities within the procurement department, ensuring efficient and effective management of workflows throughout DC Water.
  • Works closely with finance teams to ensure budgetary compliance, accurate financial reporting, and cost-effective procurement practices.
  • Promotes equitable opportunities for local, small, minority, women-owned, and disadvantaged businesses to participate as prime contractors, subcontractors, and joint venture partners in contracts awarded by DC Water.
  • Stays abreast of best practices in the industry and drives the continuous improvement of systems, processes, and procedures at DC Water.
  • Promotes the adoption of technologies into the procurement process to optimize workflows, boost efficiency, and effectively identify and mitigate risks.
  • Drives training programs for employees involved in procurement activities to enhance knowledge and skills.
  • Upholds and promotes ethical standards in procurement practices, ensuring transparency, fairness, and integrity.
  • Performs other related duties and projects as assigned at the discretion of the Chief Financial Officer & Executive Vice-President, Finance, and Procurement.

Supervisory Responsibilities: Directly oversees the Procurement department, including hiring, training, team management, development, budgeting, and performance management. Directs the team in developing and executing procurement strategies to optimize cost efficiency, quality, and reliability of goods and services.

Key Working Relationships: Interacts with high level officials, Senior Executive Team (SET), vendors, managers, and supervisors throughout DC Water, officials from other government and private agencies and organizations, etc.

Skills & Qualifications:

The qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential responsibility satisfactorily. Reasonable amounts of training are provided.

Required Skills & Qualifications

Required Experience: 10-15 years of progressive experience in procurement, sourcing, supply chain, and contract administration and working knowledge of finance and/or accounting in terms of budgeting, cost management, financial accounting, treasury, risk management, etc.

Minimum Education Requirements: Bachelor's degree in supply chain management, economics, finance, operations, engineering, business, accounting, or manufacturing-related field from an accredited college or university.
