Essential functions (job duties):

Job Purpose

Reporting directly to the President, the Vice President (VP) for Enterprise Planning and Operational Excellence provides vision and University-wide leadership in the development of systems and processes that will increase the efficiency and effectiveness of planning, analysis, reporting, and decision-making across administrative and academic divisions. In advancing the state of these activities across the University, the VP will play a formative role in creating new institutional capacity and will help leaders and managers allocate resources and measure the use of resource in ways that will increase operational efficiency, maximize return on investment, and guide future strategic planning for success.

Essential Functions

Oversee and provide strategic direction and proactive leadership to the following units; Computing & Information Technology Systems; Institutional Research & Data Analytics and Enterprise Process Improvement.

Lead strategically to develop capacity, business practices, and systems that will enable new kinds of data-informed planning, decision support, and process modernization across the university.

Lead enterprise technology services, developing tools and systems that will elevate business intelligence, and guiding the creation of an institutional data strategy.

Support efforts to achieve the goals and objectives established in the Wayne State strategic plan.

Develop and oversee strategy relative to shaping the University's planning and operational excellence. Partner with leaders and managers to achieve targets and results. Drive the development and execution of initiatives to optimize operational efficiency and improve performance.

This roles responsibilities include reimagining the role of existing functions and organizing activities that exist only in and for a handful of departments across the University. This position will both integrate and elevate these local best practices into an enterprise function.

Analyze market trends, higher education activities, and developments to identify opportunities and risk. Conduct comprehensive research and analysis to support decision-making processes.

Engage with key stakeholders to ensure effective communication and alignment of strategies.

Lead organizational change establishing a culture of collaboration, innovation, continuous learning, and improvement. Lead the unit in identifying, developing, and implementing strategic goals and objectives. Build a high performing team and create an environment of customer service excellence where employees are empowered and engaged to show leadership, initiative, and offer their full contributions. Build effective and productive relationships with the campus, community, service providers, vendors, partners, etc.

Qualifications:

MINIMUM QUALIFICATIONS

Education

Bachelor's degree.

Experience

Expert (established subject matter expert, 7+ years' experience).

A minimum of ten years progressively responsible experience in one or more of the following areas: strategic management, enterprise planning, operations, business services, or related role.

Experience working in large, complex, or decentralized environments. Managing cross-functional teams.

Success in attracting, developing, and mentoring a team of high-performing professionals.

Higher education or other similar public sector experience. Advanced knowledge of higher education and business principles and practices.

Experience with public services, local government, tax incentives, and other tools to build partnerships.

KNOWLEDGE, SKILLS, AND ABILITIES

Experience and understanding of business operations, planning and operational excellence.

Deep understanding of the academic mission and knowledge of high-level, strategic analysis models. Proactive, results and data-driven leadership style.

Proven ability to provide consultative leadership in a dynamic environment. The ability to influence as positional authority, the VP will lead and support colleagues across the University.

Skill in advocating, managing, and leading change related to business operations to ensure that operations are efficient, effective, contemporary, financially sound, and compliant.

Record of planning and implementing complex relationships and partnerships in support of highly visible events and special focus projects.

Active listening skills and demonstrated nuanced and empathetic leadership skills, strategic vision, a commitment to collaboration and innovation, and a focus on impact.

Experience supporting technology and systems adoption and implement effective service management practices across the university. Ability to anticipate and provide information and appropriate analysis needed to support executive decision-making. A style that fosters and supports change and innovation.

Ability to appreciate and embrace diversity of thought.

Ability to promote sharing of knowledge and information. Encourages mentoring, coaching, skill enhancement to build an internal continuous improvement culture. An approach that inspires trust and confidence through actions that demonstrate integrity, transparency, and a strong work ethic.
