Duties and ResponsibilitiesDuties and Responsibilities LEADERSHIP & SUPERVISION
- Serve as a member of the President's Cabinet and advise executive staff on administrative issues, fiscal impact of policy decisions, and emerging state and national initiatives that affect the district and its finances;
- Lead, direct, and guide all Administrative Services functions, including Business Office, Budget and Grants Administration, Information Technology, Facilities, Bookstore, Safety & Security, KSVR radio station, and Emergency Management;
- Supervise nine direct reports and provide leadership, coordination, and support for staff development in all areas of responsibility;
- Recommend additions and modifications of personnel positions in areas of supervision and participate in the selection of full-time managerial employees;
- Conduct staff evaluations and promote a developmental program for each manager that will increase managerial effectiveness consistent with the individual's potential and the College's needs;
- Meet with the faculty, students, administrators, and classified staff on issues of concern related to Administrative Services;
- Attend and prepare presentations for Board of Trustees meetings and serve on college-wide councils and committees;
- KSVR radio station management.
BUDGET
- In consultation with the College President and Cabinet, develop, monitor, and maintain the College's annual budget in accordance with District policies and procedures;
- Oversee and coordinate the preparation of the college's institutional operating, grants, and capital budgets;
- Provide financial analysis to assist college administration in making sound fiscal decisions and the appropriate allocation of resources to ensure effective and efficient college operations;
- Assure allocation of resources in accordance with State and Federal laws and established District policies;
- Work to bring additional resources, including grants, contracts, and partnerships to further the College's mission;
- Present budget reports to the Board of Trustees;
- Serve as the College liaison officer in matters related to the College's financial affairs.
PLANNING
- Provide leadership in anticipation and development of short and long-range financial and physical plant/capital planning to support the College's institutional and operational plan;
- Contribute to and work closely with the President and Cabinet to provide leadership for college initiatives and strategic planning. Specifically, to ensure that the institution provides evidence that its planning process is inclusive and offers opportunities for comment by appropriate constituencies, allocates necessary resources, and leads to improvement of institutional effectiveness;
- Ensures that financial planning includes meaningful opportunities for participation by stakeholders and ensures appropriate available funds, realistic development of financial resources, and comprehensive risk management to ensure short-term financial health and long-term financial stability and sustainability;
- Recommend new or revised policies, procedures, and operational procedures in all administrative areas to the President as needed to facilitate the accomplishment of program objectives and benefit the college;
- Work collaboratively with the Executive Director of Facilities & Capital Projects, and manage SVC's Facilities master plan.
ADMINISTRATION & COMPLIANCE
- Serve as the College's Risk Management Officer and Contracts Officer;
- Ensure compliance with appropriate state regulations and college policies and procedures;
- Support SVC efforts regarding accreditation data collection and reporting;
- Oversee leasing and rent of off-campus space and work with appropriate state agencies including the Department of Enterprise Services;
- Work with external agencies such as the State Board for Community and Technical Colleges, Legislators, and legislative staff in support of College and system requests;
- Participate in the Business Affairs Commission and other statewide Commissions and Councils as necessary;
- Ensure compliance and administration of the College's radio stations and associated grants with the Corporation of Public Broadcasting;
- In the absence of the President, the Vice President may assume responsibility as Acting President.
