Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for providing support to and serving as an advocate for the rights and protection of victims of crimes.Establish schedules and methods for providing assigned services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.Participate in the development of goals and objectives as well as policies and procedures; make recommendations for changes and improvements to existing standards, policies, and procedures; participate in the implementation of approved policies and procedures; monitor work activities to ensure compliance with established policies and procedures.Participate in the selection of assigned staff; provide or coordinate staff training; develop and present training programs on domestic violence, stalking and other related issues; work with employees to correct deficiencies; implement discipline procedures.Participate in the preparation and administration of the program budget; submit budget recommendations; research, prepare and submit grant proposals; monitor expenditures.Oversee the development and implementation of public outreach programs.Develop and coordinate volunteer programs.Provide support to and serve as an advocate for the rights and protection of victims of crime; provide advocacy by phone and/or in person to victims of crime.Assist victims of crime when requested by law enforcement at crime scenes, hospitals, or other safe location; provide support, referrals, and information to victims including crime victims' rights and victim compensation information/application; send appropriate literature to victims via mail.Contact victims on a follow-up basis to provide additional information, case status, and resource materials and referrals; keep victims informed with accurate information regarding the status of their case.Complete case intake forms on each contact; document the services provided and referrals made; conduct thorough case management on all cases advocacy is provided to include follow-up contacts.Participate in and facilitate community meetings related to area of assignment; prepare and organize materials for meetings.Work with various forms of news and media including television, radio, and print.Maintain records concerning operations and programs; prepare reports on operations and activities.Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of victim/witness advocacy; incorporate new developments as appropriate into programs.Perform related duties as required.Minimum QualificationsThe following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.Knowledge of:Operations, services, and activities of a victim/witness advocacy program.Principles of supervision, training, and performance evaluation.Basic principles and practices of budget preparation and administration.Principles and procedures of record keeping.Principles of business letter writing and basic report preparation.Effective interviewing, listening, and counseling skills.Community resources and the availability of those resources.Case management principles and practices.Principles and procedures of legal, grant, and financial record keeping.Methods of research, case analysis, and report preparation.English usage, spelling, grammar, and punctuation.Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.Pertinent federal, state, and local codes, laws, and regulations.Characteristics of victims of crime.Conflict resolution methods and techniques.Methods and techniques used in providing presentations and training.Ability to:Coordinate and direct victim/witness advocacy programs.Supervise, organize, and review the work of assigned staff involved in the victim/witness advocate program in the Police department.Select, train, and evaluate staff.Recommend and implement goals, objectives, policies, and procedures for providing assigned services.Understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities.Prepare clear and concise reports.Participate in the preparation and administration of assigned budgets; prepare and present grant proposals and budgets.Plan and organize work to meet changing priorities and deadlines.Effectively represent the City to outside individuals and agencies to accomplish the goals and objectives of the unit.Work cooperatively with other departments, City officials, and outside agencies.Respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility.Demonstrate an awareness and appreciation of the cultural diversity of the community.Provide support to and serve as an advocate for the rights and protection of victims of crimes.Interpret and explain various procedures and case flow.Listen and respond to victims with empathy.Exercise patience and understanding in dealing with victims with mental and physical disabilities, substance abuse problems, and economic barriers.Gather and analyze case data and information and evaluate options.Interpret, understand, and apply federal, state, and local policies, laws, and regulations; ensure adherence to applicable laws, rules, and regulations pertaining to ethics and advocacy and grant management.Maintain accurate and complete files.Prepare training materials and conduct presentations in an informative and comprehensible manner.Work in a team based environment to achieve common goals.Coordinate multiple projects and complex tasks simultaneously.Meet the physical requirements to safely and effectively perform the assigned duties.Communicate clearly and concisely, both orally and in writing.Establish and maintain effective working relationships with those contacted in the course of work.Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:Education/Training:A Bachelor's degree from an accredited college or university with major course work in criminal justice, public administration, social work, or a related field.Experience:Four years of increasingly responsible social work, counseling, or victim advocacy experience including one year of administrative and/or lead supervisory experience.License or Certificate:Possession of an appropriate, valid driver's license.Supplemental InformationPHYSICAL DEMANDS AND WORKING ENVIRONMENTThe conditions herein are representative of those that must be met by an employee to successfully perform the essential functions of this job.
