Clarification from the agencyOpen to PublicDutiesServes as the Education and Career Services Specialist (Voluntary Education Program), Marine and Family Division (MF), Manpower and Reserve Affairs Department (M&RA), Headquarters Marine Corps (HQMC). Advises the Education Section Head in conducting research and analysis, formulation and execution, planning, development, coordination and monitoring of programs for the work area to evaluate functional effectiveness of business programs, business practices, operations, productivity, and efficiency (on a qualitative or quantitative basis). Serves as an advisor and subject matter expert on all Voluntary Education Programs, which promote the educational advancement of the Marine Corps. Responsible for providing compliance, implementation, administration, and evaluation of the Marine Corps-wide Voluntary Education programs and associated educational services. Recommends policies; executes programs that promote readiness and attracts quality personnel and assists in furthering post-secondary education for Marines and their families. Acts as the liaison for the Marine Corps Education and Career Program issues between the Marine Corps and the American Council on Education (ACE) and between the Marine Corps and the Department of Defense (DoD). Aids with implementation of Congressionally mandated, educational programs. The work involves management of Voluntary Off-Duty Education to include: Tuition Assistance (TA); United States Military Apprenticeship Program (USMAP); Defense Activity for Non-traditional Education System (DANTES); Academic Skills Program (MASP); Montgomery GI Bill (MGIB); Post 9/11 GI Bill; Joint Services Transcript (JST); Department of Education (ED); Department of Veterans Affairs (VA) Education Assistance Programs in conjunction with the DoD, federal and state financial aid programs, and the Apprenticeship Program in conjunction with the Department of Labor (DOL). Initiates actions and recommendations to identify alternative concepts to satisfy operational deficiencies to support goals and initiatives of the work area. Participates in reviews to evaluate performance and capabilities of the MGIB and Post 9/11 GI Bill Program and other Education Programs. Develops, plans, and administers collection of diverse data from Marine Corps installations on: services provided, program data, costs, staffing, facilities, program utilization, patrons, demographics, and service requirements. Prepares utilization and funding reports as required by higher headquarters. Develops policy to provide educational access for Marines assigned to overseas installations. Determines Marine Corps educational requirements for PACAF contract (educational services Pacific Region) and is Marine Corps member of the Source Selection Advisory Council for educational services under the Army contract (European Region).Requirements Conditions of Employment

EVALUATIONS: QualificationsBachelor's degree (Masters preferred) in the field of education or related field and knowledge of a wide range of concepts, principles, and practices in the education field or a related field appropriate to the work of the position and five years of experience at the program evaluation and development level of public or military education. Preferred experience at the secondary and post-secondary levels of education, or in related education fields, to include military education centers, or an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, or appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. Professional knowledge of education principles, practices, and operations of Marine Corps Education Centers on local military installations is required. Incumbent must possess practical knowledge and experience of the broad range of duties performed by command Unit Education Officers (UEO) as well as installation Education Services Officers (ESO). Record must show initiative and up-to-date knowledge of changing distance learning concepts.Knowledge and experience in fiscal operations related to budgeting, accounting, Program Objective Memorandum (POM) issue review, and reporting are important. Experience in research and program management. Knowledge of education related programs such as the Montgomery GI Bill and military Tuition Assistance. Experience that demonstrates knowledge of and skill to analyze and evaluate efficiency and effectiveness of business practices and functional program operations to meet goals and objectives. Skill to analyze and evaluate procedures and systems to improve operations. Skill to perform surveys to determine compliance with established policies and procedures and establish sound management practices. Skill to communicate effectively orally and in writing with a variety of stakeholders. Skill to prepare presentations using related computer software and deliver presentations to various group sizes. Knowledge of the Navy College Management Information System (NCMIS) is highly desirable.Ability to plan and conduct program related inspections, meetings, liaison, conferences, and presentations is required.Ability to travel to complete work.This position has been designated as a position of trust. The incumbent must be eligible for an Access National Agency Check and Inquires (ANACI/ Tier 3) background investigation to satisfy IT Level II designation.
