Position Title:VP External AffairsDepartment:AdministrationJob Description:General Description: The VP Government Affairs is responsible for oversight and coordination of the University and OU Health's positions and communications with state, federal, municipal and tribal governments in furtherance of the University and OU Health's missions.. This position is both internal and external facing. The internal focus requires working relationships with key leaders at the University and OU Health. The external focus requires the ability to advocate, convey messages, and influence elected leaders and other decision makers on the importance of the University and OU Health. Advocates the University and OU Health's position with legislative and executive leaders in the formulation of policy and budgetary appropriations.Essential Responsibilities:Responsibilities listed in this section are core to the position.   • Works with University and OU Health leaders to establish policy positions on pending or key legislative efforts
  • Studies, monitors and influences legislation, proposed rules, and other government action that impacts the University and OU Health's operations.
  • Coordinates all necessary legislative meetings for the President of University, CEO of the Health enterprise, and senior leaders for both entities.
  • Oversees document and budget management for governmental relations department.
  • Briefs the University and OU Health staff and faculty on the impact of government actions on University and OU Health activities.
  • Responds to legislative or executive branch inquiries to University and OU Health activities.
  • Collaborates with government relations personnel at other institutions both in and out of state to assess and advocate for issues of mutual concern.
  • Oversees the selection and direction of external legislative and governmental consultants.
  • Attends Oklahoma State Chamber and Oklahoma State Chamber meetings as a representative of the University and OU Health.
  • Provides for direct or expert testimony on behalf of OU or OU Health in local or state government committees or interim studies
  • Establishes relationships with key experts on campus that may provide expertise in analysis of proposed rules or legislation to enhance expedited decision making on impacts on this campus
  • Promotes and maintains professional working relationships with key state and federal agencies with health focus
  • Organizes and arranges hospital and university visits of government officials
  • Provides insight and direction to the Marketing and Public Relations team regarding media response
  • Works with University Health Authority and Trust (UHAT) to support appropriation activities
  • Interfaces and supports governmental relations staff at American College of Teaching Hospitals, The Children's Hospital Association, The American and Oklahoma Hospital Associations, and Association of American Medical Colleges.
General Responsibilities:
  • Performs other duties as assigned
Minimum Qualifications:Education: Master's Degree in related field from an accredited college or university required, public or hospital administration, law or clinical area preferred.Experience: 7 to 10 years progressive leadership experience required including at least 3 or more years of hospital or health care experience in a management, lead, or project management role. Health policy experience preferred.License(s)/Certification(s)/Registration(s) Required: N/AKnowledge, Skills and Abilities:
  • Demonstrated track record of developing and implementing successful and comprehensive external affairs strategy.
  • Expertise in Oklahoma legislative process and understanding of the Administrative Procedure Act.
  • Strong research skills including regulations and legislation.
  • Demonstrated ability to develop collaborative relationships with key stakeholders within the organization. Strong influence skills.
  • Ability to maintain integrity and trust among leadership and staff.
  • Excellent verbal and written communication skills. Proven ability to prepare presentations and present to small and large audiences. Experience preparing and presenting executive reports. Demonstrated ability to explain complex topics succinctly
  • Proven ability to manage multiple high priority deliverables.
  • Demonstrated business acumen.
  • Must be a strategic thinker, self-motivated and have excellent problem solving skills.
  • Proficient with the use of Microsoft Office tools.
