Salary: $35,757.20 - $41,389.92 AnnuallyLocation : High Point, NC 27260Job Type: Full-TimeJob Number: 5759Department: Public ServicesOpening Date: 06/24/2024Closing Date: ContinuousJob DescriptionPerforms responsible skilled work leading and participating in the work of a small water and sewer maintenance or construction crew and operating motorized equipment in the City's Water & Sewer Mains Division; does related work as required to the operation and maintenance of the distribution and collection system and the associated facilities and equipment, which may include janitorial cleaning duties of the Division's area. Work performed under regular supervision. Supervision and work guidance provided to two or three subordinate workers.Applicant must upload a Cover Letter and Resume with Application. The City of High Point has identified this position as performing safety sensitive functions, including the operation of vehicles which require a Commercial Driver's License (CDL), are regulated by the Federal Motor Carrier Safety Administration's (FMCSA). New hires in this position will be required to:
  • Set up an account on the FMCSA Drug and Alcohol Clearinghouse website ( to provide electronic consent for a pre-employment query and release of any drug and alcohol program violation information.
  • Required to sign a limited consent allowing the City of High Point to perform limited queries of the Drug and Alcohol Clearinghouse for the presence of any new violations; and
  • Any failure to provide consent to the Drug and Alcohol Clearinghouse will prohibit the individual from performing any safety sensitive function, including operating a vehicle which requires a CDL.
  • Essential Tasks
    • Leads and participates in the work of unskilled and semi-skilled technicians in the basic repair, maintenance, installation and/or construction of water and sewer lines and facilities;
    • Performs and assists in performing maintenance, repair, installation and/or construction tasks;
    • Discusses job requirements with and receives detailed instructions from supervisor;
    • Prepares complete work orders with details of actual work performed;
    • Trains and instructs subordinates;
    • Provides guidance and supervision to W/S Technicians I, II, and III;
    • Trains technicians in the operation of equipment;
    • Operates heavy vehicles requiring commercial driver's license (CDL), tanker, sewer cleaning equipment, and tandem 10 yd. dump truck with trailered trackhoe, etc. to maintain, replace, and repair the water and sewer system;
    • Operate construction equipment, heavy frontend loaders, track hoe, backhoes, mowing tractors, skid steer loader, etc. to dig ditches and trenches as necessary for complete installation and/or repair of water and sewer lines and to transport other employees, materials and supplies to work sites;
    • Oversees and assists in the maintenance and cleaning of assigned buildings, (often working in confined spaces);
    • Follows safety procedures, rules and regulations;
    • Uses hand tools, including hoes, shovels, rakes and other tools needed to perform various types of manual labor;
    • Ensures that all work is performed in accordance with OSHA and City Safety Standards and Policies.
    • Cleaning and general housekeeping of the Division's facilities. This may include cleaning of floors, restroom facilities, cleaning breakroom, etc.
    • Other duties as assigned.
    Qualifications
    • Formal Education
      • High school diploma or GED.
    • Must have a CDL-A license issued by the State of North Carolina with Tanker Endorsement within 6 months of hire date or being promoted to this position.
    • Must be able to lift 50 pounds and more with assistance.
    • Must be 21 years of age.
    • Must have good driving and safety records.
    • Must have good knowledge of traffic rules and regulations and safety rules and regulations including the MUTCD.
    • Must have comprehensive knowledge of the methods and practices of equipment and tools, construction, repair and/or maintenance of water and sewer lines and facilities; of occupational hazards and safety precautions of the work and related equipment operations.
    • Must have skills in the use of the equipment and tools of the trade.
    • Must have ability to understand as-builts, street location maps and detailed reports; to lead, supervise and communicate with semi-skilled, unskilled workers and technicians; to accept responsibility for self and crew to ensure quality work performed to City standards.
    • Must have a minimum of North Carolina Certification Water Distribution C or Wastewater Collection Grade II or higher with the ability to successfully complete the training courses, test, and receive North Carolina certification for Water Distribution B, or Wastewater III within 1 year of hire date.
    • Must obtain Standard First Aid/CPR certification within 1 year of hire date.
    • Must obtain Competent Person certification for Trenching and Shoring within 1 year of hire date.
    • Must obtain Confined Spaces competent person within 1 year of hire date.
    • Must obtain 10 hr. OSHA training in 1 year of hire date.
    • Must be able to work in extreme weather conditions for periods up to 16 hours.
    • Must be able to work On-Call on a regular weekly rotating basis.
    Preferred Qualifications
    • Associates Degree in related field;
    • Valid NC Commercial Driver's License: Class A with Tanker endorsement;
    • North Carolina certification: Water Distribution B, and/or Wastewater III;
    • OSHA 10 HR training certificate;
    • Current First Aid/CPR/AED certificate;
    • Trenching and Shoring Competent Person Certificate;

    • Acuity, far - Clarity of vision at 20 feet or more. Must be able to see other workers, equipment, traffic and pedestrians from a distance for safety reasons when operating equipment. Both eyes 20/22 - R 20/25 - L 20/25 corrected
    • Acuity, near - Clarity of vision at 20 inches or less. Must be able to see operating panel of equipment and other work aids close at hand. Both eyes 20/25 corrected
    • Depth perception - Three-dimensional vision. and ability to judge distance and space relationships to see objects where and as they actually are. Must be able to judge distances to use both hands in performing different tasks at the same time and to operate the equipment safely. Depth Perception - 5.
    • Field of Vision - Area that can be seen up and down or to right or left while eyes are fixed on a given point. Must be able to see wide span of area to cover traffic and people entering and leaving the work area to ensure safety.
    • Accommodation - Adjustment of lens of eye to bring an object into sharp focus. This is especially important when doing near-point work while glancing up to check entire work area. Must be able to adjust the eye lens to glance quickly from equipment and the immediate work area to people or other equipment which are located at varying distances.

    Environmental ConditionsPhysical Surroundings
    • Employee is subject to Outside Environmental Conditions: Exposed to the various weather conditions and temperatures. The worker will be exposed to weather which is extremely hot and extremely cold, rain, sleet, ice, snow, high winds, flooding, and fog. The position is best suited for someone who doesn't mind getting hot, cold, wet, dirty and sweaty.
