Materials Management Specialist

Location: On-site Project (No Remote/Telework)

Employment Type: Full-Time

Eligibility: U.S. Citizenship Required

Position Overview

We seek a highly organized Materials Management Specialist to oversee material management functions, including the receipt, storage, custody, and issuance of construction materials, tools, and equipment. This role ensures accurate records, efficient material handling, and compliance with project procurement and government property management requirements. The position is based on-site at the project warehouse and is not eligible for telework.

Key Responsibilities:

Material Management

  • Direct physical counts and inspections of arriving materials.
  • Oversee documentation for purchase orders, commercial invoices, packing lists, and bills of lading to ensure accuracy.
  • Review Material Receiving Reports (MRRs) for completeness and timeliness.
  • Audit procurement system (BPS) data for accuracy, generate reports, and present metrics.
  • Ensure proper documentation of over, short, and damaged material conditions and initiate corrective actions.
  • Supervise material storage processes, ensuring adherence to procurement storage plans and accurate recordkeeping.
  • Conduct physical inventories to maintain accurate records.
  • Maintain custody of project materials and manage surplus disposal as directed by project management.

Traffic, Logistics, & Government Property Management

  • Oversee shipping documentation and registers for materials shipped off-site.
  • Administer property control programs and ensure compliance with regulatory requirements and property records management.
  • Prepare construction equipment inspection reports and maintain equipment registers.
  • Manage inventory control records (manual and automated) and oversee tool crib inventory, including data entry into the tool management system.

Team Supervision & Development

  • Supervise and train assigned personnel, ensuring adherence to procedures and best practices.
  • Develop job site instructions and provide on-the-job training for employees.

Compliance & Quality Assurance

  • Support the implementation of property control programs and compliance with the Government Property Management Manual.
  • Perform tasks required to achieve Receipt Inspector Level I/II certification.
  • Monitor compliance with Federal Acquisition Regulations Part 45 and applicable agency supplements.

Basic Qualifications:

Education

  • Bachelors degree in Supply Chain, Business, Engineering, or Construction Management, with at least 1 year of related experience.
  • In place of a degree, a high school diploma or equivalent with 7+ years of progressive related experience in Procurement, preferably in engineering, procurement, and construction environments.

Eligibility

  • Must be a U.S. Citizen or Permanent Resident.
  • Ability to pass a pre-employment drug screen, physical (if required), and background check.

Required Skills

  • Strong written and verbal communication skills.
  • Proficiency with standard computer applications, including the Microsoft Office Suite.
  • Experience in Traffic and Logistics.

Preferred Qualifications

  • Specialized experience in construction material management.
  • Knowledge of procedures for shipping, receipt, storage, and issuing construction materials and proficiency in related documentation.
  • Familiarity with BPS or other material management systems.
  • Experience managing on-site inventories, consignments, and service contractors.
  • Basic knowledge of Federal Acquisition Regulations Part 45 and applicable agency supplements.
  • Understanding of governmental contracts and the flow-down of applicable clauses and requirements.
  • Certified Professional Property Specialist (CPPS) certification through the National Property Management Association (NPMA).
