Come work with us and let's build something great together!S3, Inc. is seeking two (2) Subject Matter Experts (Security Assistants) to support the Deputy Assistant of the Army for Defense Exports & Cooperation (DASA-DEC), in Arlington, VA.Military experience is a plus. This is not a teleworking position. This position is contingent on award of contract.Job Description:The Subject Matter Experts (SME's) shall have a knowledge of munitions licensing, the rules governing that function, and are knowledgeable on the rules and procedures associate with disclosure agreements. The SME's will have an in-depth knowledge of munitions licensing and the regulations governing defense exports and cooperation under DASA-DEC. The SME will provide expert guidance on compliance with International Traffic in Arms Regulations (ITAR), the Arms Export Control Act (AECA), and U.S. Army policies. This role involves supporting licensing functions, advising on policy, and ensuring adherence to Department of Defense (DOD) and Department of State (DOS) regulations.Responsibilities:
  • Interpret and advise on DASA-DEC policies, Defense Federal Acquisition Regulation Supplement (DFARS), and Foreign Military Sales (FMS) licensing.
  • Monitor and analyze updates to ITAR, Export Administration Regulations (EAR), and other relevant regulations.
  • Support development and refinement of Standard Operating Procedures (SOPs) for munitions licensing.
  • Assist in export control audits and compliance reviews.
  • Identify and mitigate risks associated with non-compliance in munitions licensing.
  • Work with legal and regulatory teams to resolve licensing issues and disputes.
  • Provide advisory support on complex export control cases involving sensitive defense technologies.
Qualifications:
  • Must have a Bachelor's Degree with 20 years' of experience and ten (10) years of applied Security Assistant experience serving as a uniformed member of the armed forces or government employee.
  • Extensive knowledge of DASA-DEC functions, ITAR, AECA, and DOD export control policies.
  • Must have experience with the DDTC licensing process, FMS cases, and Technical Assistance Agreements (TAAs).
  • Have strong communication skills to interact with government agencies, contractors, and policy makers.
  • Ability to interpret complex regulations and provide actionable compliance strategies.
  • At least four (4) years of either Security Assistance (SA) and/or International Affairs (IA) and/or National Security Policy experience, and familiar with the Foreign Military Sales (FMS) process.
  • Basic Security Cooperation Certification (Intermediate Security Cooperation Certification is a plus).
  • Secret Clearance or be able to obtain one.
