Salary: $32.47 - $43.26 HourlyLocation : ROCKWALL, TXJob Type: FULL TIME BENEFIT ELIGIBLEJob Number: WW FIELD SUPERVISOR 12/5Department: WASTE WATERDivision: WASTE WATEROpening Date: 12/05/2024Closing Date: ContinuousDescriptionUnder the general direction of the Water/Wastewater Manager, provides comprehensive administration for the wastewater maintenance functions for the City. Employees in this class have thorough knowledge of principles of wastewater collection, and are capable of participating in all facets of work under charge. Position is responsible for successfully managing the wastewater operations, all associated personnel, the financial responsibilities inherent in the work, and the equipment, materials, and supplies utilized by the division. Examples of Essential Functions
  • Directs personnel functions and activities of the division, i.e., selection, assignment, scheduling, interviewing, hiring, discipline.
  • Administers the daily wastewater operations, and ensures adherence to City and regulatory practices in all division activities.
  • Responds to customer concerns and inquiries concerning all aspects of wastewater operations.
  • Specifies and reviews planning for system improvements and development activities, and for future needs relating to the collection of wastewater.
  • Records and authorizes system repairs, equipment maintenance and repair, and vehicle maintenance and repair.
  • Maintains division equipment, materials, and supplies inventory, to include ordering and development of specifications where applicable.
  • Confers with local, state, and federal agencies on regulations and requirements for the division.
  • Monitors and evaluates infiltration in the wastewater system, and records and monitors performance of all systems.
  • Interprets, updates, and maintains utility plans, and develops summarizations of all work in progress.
  • Responds to emergencies, and assists personnel under charge in all facets of tasks performed as needed.
  • Prepares and files regulatory reports, ensuring reporting deadlines are adhered to and division activities comply with established rules and regulations.
  • Ensures the proper instruction and training of personnel under charge in methods and procedures, proper use of equipment, preventive maintenance, and system maintenance and repair.
  • Enter data in department's work order and asset management software system and utilize mobile data technology.
  • Evaluates the performance of personnel under charge.
  • Maintains current knowledge of trends and developments in the field, and facilitates application of such as appropriate.
  • Required to report for work punctually, work all scheduled hours, and any required overtime as deemed necessary. Must maintain a physical condition and standards necessary for the proper performance of duties, with or without accommodation.

Education and Experience
  • High school diploma or GED; supplemented by State of Texas TCEQ Class II Wastewater Collection Operator License supplemented by six (6) years progressively responsible experience in the field, to include experience in the administrative aspects of the work, three (3) years of which shall be in a supervisory capacity, such as Crew Leader; or and equivalent combination of education, training, and experience.
  • Must possess a State of Texas Class A CDL driver license with a tanker endorsement or obtain within twelve (12) months of employment.
  • Must possess or obtain, within 24 months of employment, a State of Texas TCEQ Class III Wastewater Collection Operator License and Class C Water Distribution License.

Physical Requirements:
  • Tasks involve some physical effort, i.e., some standing and walking, or frequent light lifting (5-10 pounds); or minimal dexterity in the use of fingers, limbs, or body in the operation of shop or office equipment; may involve extended periods of time at a keyboard or wworkstation
  • Tasks involve frequent walking, standing; some lifting and carrying of moderate weight (12-20 pounds); and/or the operation of vehicles, office, shop, or hand tools in which manipulative skills and hand-eye coordination are important ingredients of safe and/or productive operations.
  • Tasks involve the regular, and at times sustained, performance of heavier physical tasks such as walking over rough or uneven surfaces, bending, stooping, working in confined spaces, and lifting or carrying moderately heavy (20-50 pounds) items and occasionally very heavy (100 pounds or over) items.
  • Tasks involve the frequent use of coordination and manipulative skills in performing a variety of tasks with the full range of hand and power tools and shop equipment; or the skilled and complex operation of heavy equipment calling for adherence to exacting standards of depth, grade, dimensions, and contours.
Environmental Requirements:
  • Tasks require exposure to adverse environmental conditions (e.g. dirt, cold, rain, fumes), exposure to extreme heat/cold or extreme weather conditions and exposure to strong odors and/or smoke, toxic chemicals, dust or pollen.
