DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for performing on site inspections of wastewater treatment and drainage facilities under construction by the Onondaga County Department of Water Environment Protection. Under general supervision of the Wastewater Treatment Plant Construction Inspector II, an employee in this class is responsible for performing detailed, resident inspection of wastewater treatment and drainage facilities and related infrastructure under construction and/or under repair and is responsible for insuring that all material and equipment installed conforms with engineering plans and specifications. An employee in this class is expected to write daily and weekly progress and status reports and maintain a detailed diary for all construction projects assigned to utilize the applications of materials and methods and to recognize potential or actual construction problems and takes steps to resolve them. An employee in this class is responsible for attendance at pre-construction and job progress meetings with federal, state, county, engineering and contracting personnel. Employees in this class work closely with superiors in all phases of work, but are expected to perform with some independence on routine technical matters and to make decisions on them. Work is planned and assigned by the Wastewater Treatment Plant Construction Inspector II and is left to employee's initiative in completing assignments. Work is reviewed by the Wastewater Treatment Plant Construction Inspector II and/or Wastewater Treatment Plant Construction Supervisor. Certain assignments made to employees in this class will require reasonable access to transportation to meet field work requirements made in the ordinary course of business in a timely and efficient manner. Does related work as required.

TYPICAL WORK ACTIVITIES

Performs detail, on-site, resident inspection of construction of wastewater treatment plants, pumping stations, sanitary sewers, force mains, and various drainage facilities to insure compliance with the design plans and specifications.

Takes on site pre-construction and progress photographs.

Verifies the correct grade and alignment for laying of sewer pipes.

Determines the acceptability of construction materials and methods by insuring the type of materials comply with approved shop drawings.

Obtains locations, elevations and measurements to aid in the preparation of as built drawings.

Receives and acts on complaints from home owners and the general public.

Maintains detailed daily logs and reports reflecting project progress, status and problems.

Makes final inspections of facilities upon completion of construction projects.

Attends pre-construction and job progress meeting with federal, state and county officials, engineers, consulting and contracting personnel.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Working knowledge of principles and practices of civil, mechanical and electrical engineering as applied to inspection of wastewater treatment plant and drainage facility construction.

Working knowledge of acceptable methods, materials and procedures for the installation of mechanical and electrical systems, sewer lines, including line, grade, size, class and quality of pipe as well as practices for bedding, lining, back filling and testing same.

Working knowledge of principles and practices of construction stakeout.

Working knowledge of standard design requirements for sewers.

Ability to apply engineering principles in determining acceptable or correct procedures and methods to be used in the construction of wastewater treatment and drainage facilities.

Ability to make technical computations.

Ability to recognize various subgrade soil conditions.

Ability to read and interpret plans and specifications.

Ability to compile and maintain accurate and complete records.

Ability to relate well with consulting and contractual personnel, governmental officials and the public.

Ability to work in construction sites.

Ability to communicate effectively orally and in writing.

Physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS

A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree in civil engineering; or,

B. Four (4) years of paraprofessional or professional level work experience, or its part time equivalent, in civil engineering, or in the field construction inspection or supervision of installation, maintenance and repair of sewage and drainage facilities; or,

C. An equivalent combination of training and experience as defined by the limits of (A) and (B) above.
