This position will pay at $40 an hr. Part-Time/On-Call Role.

Position Objective: The Architect of the Capitol (AOC), Office of the Chief Security Officer (OCSO) has a requirement for a law enforcement and security subject matter expert (SME) to support OCSO as a United States Capitol Police (USCP) Command Center Liaison (CCL). The support will be performed primarily through monitoring, tracking, coordination of AOC response, and notification of security events and incidents occurring on U.S. Capitol grounds and/or within the National Capitol Region (NCR). The AOC USCP CCL's role will include supporting special events and circumstances that may include weekends, holidays and extended evening hours. Special Events may include, but are not limited to, late and weekend Congressional sessions, summer concerts, dignitary visits, Lying in States, National Special Security Events, inaugurations, unusual and extreme weather and other events impacting operations of the AOC as determined by the OCSO Contracting Officer's Representative (COR).

Duties and Responsibilities:

The AOC USCP CCL will serve as part of a team of CCLs that act as the focal point for command and control, communications, situational awareness, specialized technologies, and information collection, assessment, analysis, and dissemination of critical information under non-emergency and emergency conditions to support a common AOC operating picture. The AOC USCP CCL will monitor and track security events and incidents occurring on the U.S. Capitol grounds and within the NCR covering shifts 24 hours a day, seven days a week. The shifts are 0500-1300 hours, 1300-2100 hours and 2100-0500 hours. CCLs must be willing to work all shifts as required. All work will be conducted onsite at the USCP Command Center or specified alternate location.

Task 1 - Required Services and Surveillance

* The CCL shall provide monitoring and reporting for the following services and/or events:

* Information and intelligence pertinent to Capitol Complex security.

* Reports from USCP and other agencies that support AOC jurisdictional incident management.

* Media reports and other social media platforms.

* Unusual events (e.g., earthquake activity, snow, extreme weather and man-made incidents).

* Access impacts such as road closures, door closures or other space restrictions on the Capitol Complex and within the NCR.

* Special event status such as protests, planned marches, concerts, etc., impacting the NCR and AOC facilities or operations, with a focus on the Capitol Complex.

* The CCL shall have the responsibility to maintain daily contact with other Federal operations centers to ensure situational awareness reports of incidents with potential public security or safety consequences.

* The CCL shall review and recommend improvements to AOC checklists and site-specific binders.

* The CCL shall support the creation of Standard Operating Procedures (SOPs) for the AOC's support to the USCP Command Center. Once finalized, the CCL shall provide recommendations to improve and update the SOPs on a monthly basis.

* The CCL shall coordinate AOC response to incidents affecting AOC operations and/or the security of the U.S. Capitol Complex.

Task 2 - Reports

The CCL shall develop, produce, and/or contribute to the following reports:

* Daily Reports - The CCL will produce the following reports based on an 8-hour shift:

* Start of Shift : This report shall be sent to designated AOC representatives within 30 minutes of start of shift and entered into WebEOC if applicable. The report shall include a summary of events that the Command Center is monitoring.

* Mid-Shift report will provide a summary of any changes or issues and the current efforts to address as well as provide a summary of events that the Command Center is monitoring. This report shall be sent to the designated AOC representatives 30 minutes before or after mid shift and entered into WebEOC if applicable.

* End of Shift report will provide a summary and look ahead at planned events, and impacts. This report shall be sent to the designated AOC representatives 30 minutes prior to the end of the shift and entered into WebEOC if applicable.

* Provide incident reports to the designated AOC representatives and enter into WebEOC if applicable, within 5 minutes of when an issue or incident occurs that would impact the AOC operations or mission. The incident report shall provide concise and pertinent information describing the situation and any request for assistance that is needed from the AOC. Updates to the incident reports shall occur a minimum of every 30 minutes, or as the incident evolves/changes or as directed by the COR until the conclusion of the incident. All incident reports will be closed out upon conclusion of the event or as directed by the COR.

* Weekly Report:

* The CCL shall provide inputs to a report summarizing the issues that occurred, notifications sent, and arrests (general and protest related) on the Capitol Campus that took place during the week's period. The reporting period is from Friday to Thursday of each week. The weekly report is due by Friday at 1200 hours for the previous week.

* The CCL shall provide inputs to a weekly special events calendar based on information received from federal, state and local partners. The report is due every Friday by 1600 hours.

* Bi-Weekly Report:

* The CCL shall provide inputs to a Bi-Weekly report summarizing the total number of report monitoring/notifications, the number and type of all defacement of government property and other significant events that were reported, total arrests (general and protest related) on Capitol Campus, and the number, name, and country of Head of State Visits. The report is due every other Friday by 1200 hours.

* Monthly Reports:

* The CCL shall provide inputs to a monthly status report listing the incident type and date for all monitoring/notifications sent, arrests (general and protest related) on Capitol Campus. Monthly status reports are due the first Monday of each month by 1200 hours for the actions that occurred during the previous month.

* The CCL shall provide inputs to a separate monthly administrative report that is due the first Monday of each month by 1200 hours for the actions that occurred during the previous month. The administrative report will contain the below information.

* Recommendations on how to improve and update the CCL SOP and reference materials.

* Historical information on types of incidents/response requests for trending purposes.

* Issues with administrative operations and procedures, risk summary, and actions and timeframes for correcting the issues.

Task 3 - Operations Support

The CCL shall provide the following operations support:

* Provide support to OCSO and AOC in the form of incident management support and liaising with the United States Capitol Police, Sergeant at Arms of the Senate, Sergeant at Arms of the House of Representatives, and the Library of Congress and to transmit critical Capitol Complex life-safety and situational awareness messages to OCSO and AOC leadership.

Basic Qualifications:

* Minimum Education Requirements:

* Bachelor's degree w/ 8 years of relevant experience; or

* PhD w/ 4+ years of relevant experience; or

* Master's degree w/ 6+ years of relevant experience; or

* Associate's degree w/ 10+ years of relevant experience; or

* No degree w/ 12+ years of relevant experience

* Active, fully adjudicated Top Secret clearance is REQUIRED for all personnel to start on the contract and must be maintained throughout the duration of employment.

* Five (5) or more years of relevant experience in law enforcement, security, law enforcement liaison and/or emergency management work with demonstrated knowledge of command center and/or emergency operations center (EOC) best practices.

* Demonstrated ability answering non-emergency and administrative phone lines and providing an appropriate response as required by the nature of the call.

* Demonstrated ability prioritizing situations and dispatching appropriate resources using email and/or telephone communications.

* Demonstrated ability working in a high-paced environment with rapidly changing priorities and the ability to adapt and manage the new priorities.

* Demonstrated ability to manage multiple tasks with frequent interruptions and multiple priorities.

* Strong oral and written communications skills that demonstrate a professional demeanor and the ability to interact with others with discretion and tact; able to adapt style and tone to effectively engage the audience .

* Demonstrated ability to write and edit clear, concise, and grammatically correct documents (e.g., reports, special studies, policy, and procedures).

* US Citizenship
