Salary : $50,211.20 - $63,793.60 AnnuallyLocation : Clermont, FLJob Type: Full-TimeJob Number: 01125Department: Public ServicesDivision: Water DistributionOpening Date: 09/09/2024Closing Date: ContinuousGeneral DescriptionOPEN UNTIL FILLED This position is responsible for investigating and enforcing the City Code of Ordinances and the St. Johns River Water Management District (SJRWMD) Water Conservation Code and the overall management of the Water Conservation Program. Work is performed with considerable independence under general supervision. This position is non-exempt. Fair Labor Standards Act overtime provisions will apply. Per Florida Statute 295.065, certain servicemembers and veterans, and the spouses and family members of such servicemembers and veterans, receive preference and priority, and that certain servicemembers may be eligible to receive waivers for postsecondary educational requirements, in employment by the state and its political subdivisions and are encouraged to apply for the positions being filled.Primary Duties
  • Provides citywide compliance patrols during off hours to ensure community compliance with the City Code of Ordinances and St. Johns River Water Management District (SJRWMD) Water Conservation Code.
  • Receives and responds to a variety of inquiries, requests for assistance, concerns, and complaints in areas of responsibility, such as violation complaints.
  • Develops and conducts training sessions and informal presentations concerning water conservation.
  • Presents water conservation topics to public gatherings (HOA meetings, special events, school group, etc.).
  • Resolves violations through voluntary compliance or, when not possible, sets in motion the process through the initiation of a formal violation submitted to the Code Enforcement Board. Provides testimony and evidence for Code Enforcement Board hearings when necessary.
  • Issues violation notices, fines in accordance with City of Clermont and/or SJRWMD Code.
  • May meet with customers to check on irrigation; shows customers how to make adjustments or how to check for leaks.
  • Review new development landscape / irrigation plans to insure compliance with CUP regulations.
  • Communicates with the public to seek voluntary compliance / corrections to observed or reported violations.
  • Coordinates and administers water conservation outreach, education efforts, and the dissemination of information to the public.
  • Supervises Water Conservation Officer and provides direction and feedback on performance.
  • Responsible for reporting and tracking to SJRWMD to ensure compliance.
  • Serves as the lead contact with regulating authority (SJRWMD).
  • Performs administrative/clerical functions such as entering and retrieving computer data, sending and receiving correspondence, organizing and filing documents, customer service.
  • Performs necessary investigations to determine legal ownership or responsibility as necessary.
  • Attends training, meetings, seminars and/or workshops to enhance job knowledge, skills.
  • Performs other duties as assigned.
Minimum Qualifications
  • Associates degree in a related field.
  • Five (5) years of experience dealing with the public in similar enforcement or related work, with at least two (2) years in a supervisory role.
  • Moderate knowledge of the City of Clermont Code of Ordinances and the St. Johns River Water Management District (SJRWMD) Water Conservation Code.
  • Florida Association of Code Enforcement - Level I certification or ability to obtain Level 1 certification within six (6) months of employment.
  • Obtain FEMA IS100, IS700 and IS200 within six (6) months from date of employment.
  • Valid Florida Driver's License.
In some cases, an equivalent combination of higher education and experience may be considered, provided that the education and experience is in a relevant and related field. Essential Physical Functions & Environmental ConditionsPhysical Demands
  • Continual light work and occasional heavy work.
  • Requires frequent walking and standing, climbing, stooping, reaching, and bending.
  • Good finger/hand dexterity and hand/eye coordination.
  • Good eyesight, hearing, and speech.
  • Regular driving of vehicle.
Work EnvironmentWorks inside an environmentally controlled space as well as outdoors. Will intermittently work in adverse environmental conditions (e.g., heat, cold, and rain) for moderate periods of time with exposure to site hazards and traffic during inspections.
