The water infrastructure includes approximately 350 miles of watermain, 22,000 potable water service connections and 300 recycled water service connections, two 3500 gpm water treatment facilities utilizing both GAC and Ion-exchange technologies.The Water Division is divided into three subdivisions: Water Distribution, Water Quality, and Water Treatment. The Water Distribution subdivision is comprised of highly skilled operators, certified by the State of California in water distribution practices and consists of eight operators; two distribution lead operators and six distribution operators; that operate and maintain the City's potable and recycled water distribution systems.Direct oversight is provided by the Water Utilities Supervisor, while general supervision is provided by the Water Utilities Superintendent.Definition:Under general supervision, performs semi-skilled and/or skilled manual labor in the operation, maintenance and repair of water systems; and does related work as assigned. Duties/Responsibilities Water Distribution Operators are expected to perform assigned activities without detailed instructions as to specific procedures to be followed. Essential Functions:
  • Participate in the work of a water distribution crew engaged in installing, maintaining, removing, and repairing water service pipelines, valves, and hydrants; cutting, fitting, laying, and repairing water mains; cleaning and flushing water mains; inspecting, testing, and operating valves, fittings, and related water distribution equipment; locating, excavating, and repairing water lines and related facilities.
  • Keep truck stocked with supplies, materials, and with inventory control.
  • Inspect water projects for leaks, decayed pipes, and spills, and to ensure City standards were met.
  • Installing barricades and routing traffic in a safe manner for repairing road surfaces associated with water facilities excavations.
  • Identify, locate, and mark City owned underground utilities.
  • Report safety or security hazards in all public facilities, including needed maintenance or repair.
  • Answer emergency calls from the supervisor, public, and other agencies taking appropriate action such as placing barricades, removing fallen trees and limbs, repairing water and sewer mains, replacing street signs and emergency repair of streets or flood control facilities.
  • Interact with co-workers at all levels in the organization in a collaborative and customer service-oriented manner.
  • Maintain prompt and regular attendance.
  • Provide temporary and vacation relief to co-workers in similar occupational fields as needed.

Licenses/Certifications:
  • Ability to obtain a valid California Class A Driver's License with appropriate endorsements within one year from date of appointment. Successful completion of probationary status dependent upon acquisition of license.
  • Possess, or have the ability to obtain, a valid Water Distribution Operator Grade 1 certificate from the State Water Resources Control Board Division of Drinking Water (SWRCB-DDW) within one year of the date of appointment. Successful completion of probationary status dependent upon acquisition of certification.
  • Possess a Sewer Collection System certificate from the California Water Environment Association (desirable).
Experience:
  • Two years of relevant experience.
Knowledge of:
  • Common tools and equipment used in construction and maintenance work.
  • Basic safety precautions and procedures.
  • Equipment and procedures involved in the installation, maintenance, and repair of water systems, including the operation of excavation, trenching equipment, and confined space.
  • Related laws, ordinances, rules, regulations, policies, and procedures.
  • Procedures involved to locate buried water facilities, by use of an underground pipe locator, as well as being familiar with Dig Alert procedures.
Ability to:
  • Maintain accurate records.
  • Understand and carry out verbal and written directions.
  • Use a variety of power and hand tools.
  • Work safely, efficiently, and independently.
  • Perform heavy manual labor and physically strenuous tasks on a regular basis.
  • Safely operate vehicles, equipment, and stationary mechanical equipment which may include but is not limited to; service truck, dump truck, vacuum excavator, backhoe, soil compactor, de-watering pump, jack hammer, concrete saw, air-compressor, forklift, and various power and hand tools.
  • Make minor adjustments and repairs to equipment and tools which may include but is not limited to; air-compressor, forklift, and various power and hand tools.
  • Respond to emergency and problem situations in an effective manner.
  • Understand and apply policies and procedures.
  • Mix and pour concrete by hand or cement mixer.
  • Read and interpret basic maps, blueprints, and City Standards.
  • Repair irrigation and sprinkler systems.
  • Perform light carpentry, plumbing, and masonry work.
  • Operate and properly repair valves, fittings, and hydrants.
  • Accurately read gauges and testing equipment.
  • Inspect, operate, diagnose problems, and perform preventative maintenance and repair work on electric motors, pump panels, engines, pumps, compressors, valves, and related equipment.
  • Deal tactfully and courteously with internal and external customers.
  • Ensure safety equipment is properly worn, maintained, and serviced at all times.
Training/Safety Requirements:
  • This position is subject to random drug and alcohol testing pursuant to Department of Transportation (DOT) and Federal Motor Carrier Safety Administration (FMCSA).
  • Possession of CPR, First Aid, Confined Space, and Forklift certificates or have the ability to obtain within one year from the date of appointment.
  • Job specific training will be provided according to job specification during work hours.
Special Requirements
  • Possess a valid California Driver's License and a satisfactory driving record.
  • Receive satisfactory results from a background investigation, a physical examination, which includes a drug screen, and an administrative review.
  • Be aware that at times you may be required to utilize certain respirators and/or work with certain chemicals, and due to safety regulations incumbents may be prohibited from wearing contact lenses and/or glasses and beards or other facial hair which may prevent a proper fit unless alternative Personal Protective Equipment (PPE) can be found to mitigate the safety concerns regarding the wearing of such items.
  • Successful completion of probationary status is dependent upon acquisition of required CDL and certifications.
  • Must have the ability to report to the workplace or field outside of normal working shift hours for emergency callouts or other scheduled work as needed.
