Coordinates special regulatory sampling with outside entities/agencies as needed. Inspects and maintains potable & non-potable water delivery facilities including chlorination systems. Investigates water quality concerns within the distribution system. Maintains accurate records; completes and submits sampling data to fulfill regulatory reporting requirements. This position is considered essential personnel and will respond to emergencies as needed, to include returning to Public Works Facilities or other city facilities during disasters and, or emergencies as directed by the Director of Public Works. Essential Duties & Responsibilities
- Collects bacteriological and other types of water quality samples throughout the water distribution system. Preserves sample integrity and ensures safe delivery to a designated laboratory facility.
- Completes chain of custody and maintains sample records in accordance with regulatory requirements.
- Investigates customer complaints and water quality concerns within the distribution system.
- Monitors system wide chlorine residual and adjusts feed rate as necessary to maintain target level.
- Performs daily inspections of the City's water production stations, pressure stations, and water storage tanks.
- Performs maintenance and repairs to water facilities to include, but not limited to, janitorial duties, lawn care, and plumbing.
- Performing routine well monitoring to include, but not limited to ,well sounding, well airline test, and sampling.
- Coordinates with municipalities, other water purveyors, groundwater districts, and other outside agencies to complete special sampling/monitoring events.
- Diagnosing, troubleshooting, updating, and repairing malfunctioning recording and transmitting devices, etc.
- Logs daily production and chlorine residual data, and inputs data into departmental database.
- Performs routine calibration and configuration water quality sampling equipment to include, but not limited to: chlorometers, pH meters, TDS, and turbidity meters.
- Required to participate in the on-call work schedule rotation; must be able to respond within 45 minutes for emergency calls and log daily production and chlorine residual data on weekends/holidays.
- Assist with performing functional tests, routine maintenance, and preventative care for electronic control equipment which includes programmable logical controllers (PLCs), remote terminal unites (RTUs), variable speed drives (VFDs), switch gear equipment, radio telemetry systems, etc.
- Assist with analyzing, and repairing or replacing mechanical equipment (pumps, motors, submersibles, relays, breakers, etc.) as necessary to complete required repairs.
- Assist in performing daily inspections and making necessary adjustments and repairs on all instrumentation and control systems used to monitor and/or operate the Wastewater Treatment facility, water production stations, pressure stations, water storage tanks, and wastewater lift stations.
- Monitor the current SCADA system; provides alarm response and adjusts or repairs as necessary.
- Troubleshoot and correcting electrical, mechanical, and piping problems as experience and training allows, and as directed by supervisors.
- Performs all other duties as assigned.
Qualifications, Experience, and/or Certifications Required
- High School diploma or equivalent.
- Minimum of two (2) years of experience working in water distribution and/or treatment is preferred.
- Two (2) years' experience or more preferred, in performing regulatory sampling as pertains to potable water supply.
- Or equivalent combination of education, training, and/or experience which evidences a comprehensive knowledge of required job duties and expectations.
- Class D TCEQ Water Operator License must be obtained within 6-months of hire.
- Class C TCEQ Groundwater Treatment and/or Surface Water Treatment License preferred, or the ability to obtain this certification within two (2) years of hire.
- Must possess a valid Texas Driver's License with acceptable driving record.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of water supply, treatment and distribution is required.
- Knowledge of Texas Commission on Environmental Quality (TCEQ) regulations for drinking water providers.
- Knowledge of Microsoft programs including Office 365, Word, Excel, PowerPoint, and Access.
- Ability to analyze water quality issues within the distribution system and help identify problems to determine optimum solutions.
- Ability to interact tactfully and professionally with citizens to address water quality concerns.
- Skill in calibrating and using common water quality testing equipment
- Mathematical Skills - Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
