Develop, manage, update, and implement the grants that fund the water program simultaneously. Supervise water program staff and maintain internship programs. This is a grant funded position.Essential Duties and Responsibilities:
- Develop, update, and implement grant projects simultaneously. These grant projects are subject to change and are not limited to the following grants programs: Clean Water Act, Sections 106, 319, and 104(b)(3); Bureau of Indian Affairs, Water Resources; Bureau of Indian Affairs, Great Lakes Restoration Initiative; Indian Environmental General Assistance Program.
- Supervise water program staff including but not limited to, Water Resource Technician, Water Quality Assistants, and Interns. Approve weekly schedules, conduct annual performance reviews, and provide direction in developing work plans.•Administer water program by managing and reviewing grant contracts, grant budgets and reporting per the requirements of granting agencies.
- Develop, update, and implement the Clean Water Act, Section 106, Quality Assurance Project Plan and Monitoring Strategy as required by the US EPA. Implement the Tribal Water Monitoring Strategy by collecting and compiling data outlined in the Quality Assurance Project Plan.
- Manage, upload, and evaluate water quality data.
- Develop Comprehensive Annual Tribal Water Quality Assessment Reports as required by the US EPA.
- Develop water quality standards as part of the Clean Water Act Section 106 Program.
- Evaluate and update the Tribal Non-Point Source Assessment Report and Tribal Watershed Management Plan as required by Clean Water Act, Section 319 Program through US EPA.
- Assist in development of strategies, goals, and objectives related to water resources with external government agencies and tribal departments.
- Review and recommend actions on a wide range of complex environmental issues for Tribal Administration and Tribal Operations.
- Conduct research on environmental matters and legislation maintaining the best interests of the tribe.
- Review and provide comments regarding state and federal permits and consultations from a variety of government agencies.
- Provide educational resources to the community related to water quality.
- Provide excellent customer service for all internal and external customers of the operations at all times. Provide solutions for customer concerns and continually focus on customer service as our top priority.

Minimum Qualifications:
- Bachelor's degree in environmental science, biology, fisheries and wildlife, or a related field.
- One year of Independent or program management work experience. Three-years of experience in environmental monitoring including the use of GPS equipment, environmental sampling methods, and data collection.
- One year of experience in environmental policy and data analysis. Experience working outside in variable weather.
- Technical writing, accurate verbal and non-verbal communication skills.
- Excellent computer skills including Microsoft Office, 70% Excel proficient.
- Must be able to pass a background check to meet the employment eligibility requirements as they pertain to the position.
Preferred Qualifications:
- One year of supervisory experience.
License, Certification, or Special Requirements:
- Must have a valid Michigan Driver's License and must be able to obtain and maintain a Tribal Driver's License and qualify for coverage by SCIT auto liability insurance carrier.
- Native American preference shall apply to all positions.
Knowledge, Skills, and Abilities:
- Knowledge of applicable federal, state, county and local laws, regulations, and requirements.
- Knowledge of natural features within the Saginaw Bay Watershed.
- Knowledge of the principles of environmental conservation and management.
- Knowledge of the techniques, methods and devices used for data collection.
- Knowledge of and ability to prepare Environmental Site Assessments.
- Knowledge of ecology and water quality restoration practices
- Skill in maintenance of accurate records and identification of resource conditions and problems of on-going projects.
- Skill in use of water monitoring equipment such as velocity meters and environmental sondes.
- Skill in operating business computers and office machines, including in a Windows environment, specifically Word, Excel, Access, and PowerPoint.
- Ability to communicate effectively both verbally and in writing.
- Ability to establish and maintain professional relationships with individuals of varying social and cultural backgrounds and with co-workers at all levels.
- Ability to represent organization in a professional manner, building respect and confidence in the community.
