The Town of Ashland seeks qualified, experienced, and energetic candidates for the position of Water Technician III in the Water/Sewer Division within the Department of Public Works.
PRIMARY AREAS OF RESPONSIBILITY
The Water Technician III primarily operates essential water and sewer equipment needed to perform maintenance and repairs to the water distribution system and the sewer collection system. The position involves frequent operation of vehicles as well as power- and manual-hand tools. The job responsibilities may include the following or other duties as assigned:
SUPERVISION EXERCISED
Supervises regular and seasonal Water & Sewer employees as directed.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Efficiently Operates essential water and sewer equipment needed to perform maintenance and repairs to the Water Distribution System and Sewer Collection System;
* Performs water meter installations;
* Inspects, reports and maintains pump stations;
* Inspects and maintains generators;
* Inspects and maintains vehicles and equipment as directed;
* Efficiently and accurately performs dig safe mark-outs as directed:
* Read and interpret engineering blueprints and specifications as they pertain to the water and sewer infrastructure and system;
* Maintains and records daily activity as directed;
* Performs hydrant replacement, maintenance and flushing as directed;
* Uses appropriate PPE on a daily basis;
* Ensures safe work zone on digs to help promote a safe work environment not only for the staff but for the traveling public as well;
* Must be available for call-out at any time for emergency repairs or snow removal activities;
* May be required to be acting foreman when necessary;
* Participates in training related to Pumps, Valves, Electrical Systems, SCADA, Generators, and other key components and equipment related to the pump stations and the Water Distribution System;
* Performs all duties required of subordinates when necessary.
* Maintain and record all backflow information as directed.
* Perform cross connection surveys, tests and inspections of all commercial, industrial, agricultural, institutional and municipal facilities served by the Ashland Water Department as directed.
* Test backflow prevention devices in conformance with the Mass DEP and/or local regulations.
* Must be available for call-out at any time for emergency repairs or snow removal activities.
* May be required to be acting foreman when necessary.
* Assists with ensuring the Water & Sewer Department is in compliance with Local, State, and Federal regulations;
* Assists with the oversight of private contractors engaged in roadwork/utility work;
* Assists supervisors with inventory;
* Performs all duties required of subordinates when necessary.
* Maintains accurate records and reports in writing via email or work order system;
* Assist with the establishment of an electronics work order system;
* Attends training for electronic, mechanical, and other important trainings related to staying current with technology directly related to the Water and Sewer Infrastructure;
* Performs related duties as required, including other matters as may be determined from time to time by the DPW Director;
DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
* High School Diploma or equivalent.
* Sevan (7) Years experience in public works and/or construction industry.
* Computer skills for recording and research.
Licenses/Certifications:
* CDL Class B w/Air Brake Endorsement
* Hoisting 2A/1C and 4G
* Tanker Endorsement
* Massachusetts Water Distribution II Certificate
* Backflow Technician (preferred)
* Mass DEP Backflow Surveyor Tester Inspection License (preferred)
Necessary Knowledge, Skills and Abilities:
(A) Considerable knowledge of public works, including water and sewer operations, distribution and collection systems, pump station maintenance;
(B) Skill in operation of listed tools and equipment;
C) Ability to establish and maintain effective working relationships with employees, supervisors, other divisions and town departments, and the general public;
D) Ability to communicate effectively orally and in writing;
E) Ability to efficiently and competently operate a backhoe/excavator and Vac truck;
F) Ability to repair water main leak with little to no supervision;
G) Knowledge of Valves, Pipes, Gates, Hydrants, Pumps Generators, SCADA, Electronics and Motors related to Water & Sewer System;
H) Strong knowledge and experience maintaining the Water and Sewer Pump Stations;
I) Ability to efficiently use electronic devices for work orders if and when implemented;
J) Displays leadership qualities;
Licenses and certifications shall be kept up to date and the employee shall be required to acquire license upgrades and certificates when directed. The Town reserves the right to make accommodations to attain said licenses and certifications when in the Towns best interests.
The Water Technician III is a full-time, 40 hour/week, non-exempt position represented by the DPW Union. Salary is based on the chart in the collective bargaining agreement for grade H07, which ranges from $31.17/hr. to $42.08/hr.
