Plan, design, coordinate, and direct water engineering projects involving both water and wastewater facilities; Assist engineers, developers, construction contractors, plumbing contractors, and citizens with interpreting rules, regulations, providing information, and resolving problems; Prepares water service quotes for water main taps, fire line taps, water meters, and fire hydrants; Prepare cost estimates for City water and sanitary sewer line extensions, relocates, Capital Improvement Projects and other miscellaneous projects; Reviews, approves, and prepares comments for subdivision preliminary construction plans and commercial developments; Conduct project meetings, such as: pre-bid conference and pre-construction conferences; Represents the Water Department at Development Services plan review meetings; Insures improvement projects in compliance with City standards and codes as well as state and federal regulations; Insures implementation of City policies and ordinances; Interacts and responds to inquiries with engineers, developers, construction contractors, plumbing contractors, citizens, city officials, water utilities personnel, various agencies and other departments regarding various subdivisions, commercial developments, CIP design projects, water and sanitary sewer projects; Conducts field investigations, field surveys utilizing surveying equipment; Investigates customer complaints, schedules repair work to correct problems associated with complaint; Supervises special project crews; Performs miscellaneous office work; Prepares AutoCad drawings for pro-rata lines and line extensions of water and sanitary sewer lines; Schedules installation of various water and sanitary sewer services, including: fire line taps, water meters, backflow preventers, sanitary sewer taps, manhole and lift station installations for commercial developments and residential developments; Reviews and updates prices for various service fees; Monitors and updates material and labor cost for special projects; Maintains necessary records and files; Prepares monthly reports; Identifies, inquires, and uses independent judgment regarding decisions and problems; Assists with the updating of construction specifications and standard details; Manages multiple projects; Meets deadlines.

Position is in the engineering section of the Water Utilities Department. The Water Utilities Designer II works inside and outside in all kinds of weather. Job requires working in and around trenches, roadways, manholes, lift stations, storage tanks, etc. Employee may be exposed to noise, dust, unpleasant odors and traffic hazards. Potential of direct contact with raw wastewater. May be exposed to irate and hostile citizens. Must be able to work 8:00 a.m. to 5:00 p.m. Monday through Friday. May be required to work additional hours when demand requires it and in emergency cases.Knowledge: Thorough knowledge of water, wastewater, and civil engineering principles; Thorough knowledge of principles and practices of water and wastewater system operations; Knowledge of City standards and codes as well as state and federal regulations; Thorough knowledge of water and wastewater state and federal regulations; Thorough knowledge of the materials, methods, and equipment used in the operation, rehabilitation, and maintenance of water and wastewater systems; Knowledge of water and wastewater construction cost estimating; Knowledge of the investigation, design, and construction of water and wastewater projects; Knowledge of the principles and practices of administrative management; Knowledge of the operation of personal computers, Excel, AutoCad, GIS, project management software, word processing equipment, work management software, digital camera, business English, spelling, arithmetic, and the formats for business letters and reports; Working knowledge of the methods and techniques of surveying equipment.

Education/Experience: Bachelor's degree in Civil or Environmental Engineering from an accredited college. Must successfully pass the Fundamentals of Engineering (FE) examination within one (1) year of hire.
