Water/Wastewater GIS and Operational Systems Coordinator
Gainesville Regional Utilities' Water/Wastewater Systems is currently seeking to fill a GIS and Operational Systems Coordinator position in the asset management and planning group.
The position will have a focus on administering and maintaining Cityworks ensuring the computerized maintenance management system (CMMS) is updated, configured correctly, and aligned withthe utility's operational needs. The position will also help administer, develop and maintain other operational systems such as budget tracking and project management applications, and utilize data analytics, management and reporting tools for generating reports, building dashboards, and tracking key performance indicators (KPIs) with data from various sources. The position will identify, develop and implement system enhancements, process improvements, and configurations of the CMMS and other operational systems. It will also help create workflow efficiencies and optimize the collection and analysis of data to improve decision-making and operational performance.
The position will collaborate and work closely with operations, engineering, and IT departments to ensure that the systems are integrated into daily operations and that all staff are trained and supported in their use. The successful candidate is able to translate highly technical information when interacting with stakeholders and will seek feedback needed to implement successful change management strategies.
This role is responsible for managing and driving complex tasks, problem-solving, providing expertise and guidance, and tactfully navigating challenging and unexpected problems involving multiple stakeholders and departments to develop solutions and resolve challenges. The ideal candidate will possess excellent communication skills, the ability to work both independently and collaboratively, and a proactive approach to problem-solving in a dynamic utility environment. While a strong background in Cityworks is preferred, familiarity with other software and skillsets relevant to water and wastewater utilities - such as GIS, PowerBI, SAP, VertexOne, SCADA, and/or CAD applications - is advantageous.

SUMMARY OF WORK
Advanced professional work in the applied science of geomatics, developing and maintaining Geographic Information System (GIS) applications including automated mapping and facilities management (AM/FM) systems, engineering plan preparation application and standards, or developing and maintaining asset management systems and standards.
Positions allocated to this classification report to a designated supervisor in a specific disciplinary area and work under limited supervision. Work in this class is distinguished from lower classes by its emphasis on geomatics, utility mapping applications, plan preparation applications, asset management applications, and programming or automations and from higher classes by its limited supervisory and managerial responsibilities.
Note: It should be understood that the job competencies, duties, and requirements of the GIS and Operation Systems Specialist II are inherently included in this position.

ESSENTIAL JOB FUNCTIONS
Develops relationships with internal areas, external consultants and vendors and works with them to maintain and support GIS and operations systems applications, perform upgrades, integrations, and implement new features as released.
Tests, configures, executes, analyzes, and implements solutions to make operational areas more efficient utilizing supported applications.
Performs top-level troubleshooting of technical issues related to application functionality or security, tracks and follows these issues through to resolution, and communicates with all stakeholders.
Assists in the selection, implementation, support, and maintenance of new GIS and operations systems applications.
Manage application projects of simple to moderate complexity, which may include sub-components of larger scale projects or scripting and/or programming needs.
Performs and oversees technical tasks related to CAD applications such as establishing standards for use and configuring CAD applications for end users by setting user preferences, setting files, creating, and managing libraries, pen and color tables, custom line styles, function keys, and plotter/printer settings in order to ensure consistency in deliverables created using these programs.
Performs and oversees advanced GIS, CAD functions including, development of translation files for exchanging data (LiDAR data, flood zone information) with other software applications (Google Earth, Hydraulic Models) or government agencies (FEMA, municipalities, agencies) in order to inform analysis, decisions, and planning by others.
Provides on -the-job training and guidance to internal employees about technical topics (preparation of maps and/or drawings using GIS or CAD software applications, management of data within GIS, CAD, or Computerized Maintenance Management System (CMMS) applications).
Serves as administrator for the GIS applications, asset management, work maintenance management software, and/or other similar systems and coordinates with the IT department and vendor(s) to perform any required updates or resolve any operational issues.
Conducts day to day oversight of area's asset registry, inventory revenue and nonrevenue vehicles, facilities, and equipment. Serves as asset registry custodian.
Maintains and compiles documentation of user procedures, technical references, training manuals, handbooks, and guides; maintains tables, data structures, diagrams, testing, and reporting data.
Will be required to respond under emergency conditions.
Attends work on a continuous and regular basis.
NON-ESSENTIAL JOB FUNCTIONS
May act in absence of supervisor.
Assist with annual budget preparation.
Performs other related duties as assigned.
QUALIFICATIONS

EDUCATION AND EXPERIENCE
Graduation from an accredited four-year college or university with major course work in Geographic Information Systems (GIS), Computer Science, Engineering, Geoscience, Geomatics, Surveying and Mapping, Geography, Computer Aided Drafting and Design (CADD), Mathematics, or related field.
Six (6) years' experience with GIS, CAD, asset management, or engineering technology with three (3) of those years progressively responsible experience working in a utility experience; or an equivalent combination of education, training and experience which provide the required knowledge, ability, and skills.
CERTIFICATIONS OR LICENSES
Licenses
Valid Florida Driver License within 30 days of appointment.
Certifications
GISP Certificate, Asset Management Certificate, or equivalent certification preferred, but not required.
KNOWLEDGE, SKILLS, AND ABILITIES
Demonstrated knowledge of cartography and computer mapping including design principles and understanding map creation procedures in ArcGIS.
Good understanding of related database systems and working knowledge of SQL including experience with writing queries using at least one of the major relational database systems (Microsoft SQL Server, MySQL, Oracle, PostgreSQL, etc.)
Demonstrated ability to apply spatial and 3D analysis, and raster math within ArcGIS while maintaining data integrity.
Strong organizational skills related to scheduling time on projects and meeting deadlines while working within an organized file structure protocol.
Ability to produce presentations, and/or written protocol of methods for reports or within metadata to replicate GIS-related analyses or modeling techniques applied on projects is strongly preferred.
Thorough knowledge and education in geomatics principles and practices applied in planning, design, development, and maintenance of land base layers associated with an AM/FM/GIS.
Considerable understanding of statistics as they relate to satellite positioning system-derived information.
Thorough understanding of computer output devices such as plotted, printers, and scanners including the operations and maintenance of such equipment.
Ability to perform complex geomatics computations, integrate new land development plans and plats into the enterprise land base layers, develop methodologies necessary to support complex utility facility management queries, and perform research.
Working knowledge for management of ArcGIS Enterprise and map services.
Knowledge of automation through FME, ModelBuilder, scripting and/or API's.
Knowledge of the Utility Network Management Solution.
Experience developing with Python.
