Exercises no direct supervision over staff. Water/Wastewater Operator I and II may exercise technical and functional supervision over lower level staff.Examples of Duties The job functions listed below are not inclusive or exclusive and are intended only as illustrations or examples of the various types of work that may be performed in various divisions/departments. Types of work performed shall be within the scope and licensure (if required) for the classification. Some duties, knowledge and abilities may be performed in a learning capacity by positions at the entry (Water/Wastewater Worker) and first working (Water/Wastewater Operator I) levels.
  • Depending on area of assignment and level of classification, performs unskilled to skilled duties related to the operations and maintenance of water or reclaimed water/wastewater facilities and systems including, but not limited to, wastewater treatment plants, lift stations, water treatment facilities, filtration systems, wells, pump stations, turn-outs, pressure reducing stations, controls, grounds, and reservoirs.
  • Installs, operates, and maintains the water distribution system, including main and service lines, valves, air-vacs, fire hydrants, and related equipment; performs system flushing, installs new piping, valves, and services, and locates and repairs service line leaks.
  • Installs, maintains, and repairs generators, compressors, pumps, chemical equipment, valves, motors, switching equipment, and meters.
  • Calibrates and adjusts telemetry signals and records readings; enters confined spaces to check wells, motors, and pumps; maintains, repairs, and replaces hydraulic control valves and electrical controls and equipment.
  • Collects and performs basic chemical tests on water or reclaimed water/wastewater samples for compliance monitoring; performs field tests for temperature, pH, and chlorine residual; inspects, transports, and replaces chlorine cylinders.
  • Performs skilled work in assembling, laying, and aligning water, reclaimed water/wastewater pipes; locates and repairs leaks in water or reclaimed water/wastewater lines.
  • Monitors supervisory control and data acquisition (SCADA) systems and makes necessary adjustments to maintain an adequate supply of water and water pressure for customers; reads and responds to alarms, e-mails, and other system notifications.
  • Operates and maintains a variety of equipment and power tools used in water/wastewater system maintenance and construction work, including but not limited to, vehicles, forklifts, loaders, generators, compressors, pressure washers, pneumatic, electric, rigging, hydraulic, and gasoline powered construction equipment; services equipment and keeps related records; requisitions materials, supplies, and equipment.
  • Performs manual labor and facilities/grounds maintenance work; makes regular inspections of facilities to identify maintenance and repair needs.
  • Contacts and meets with various contractors; inspects work of contractors; ensures contract work is performed according to County standards.
  • Sets and/or participates in traffic control activities, including safety devices, signs, and barricades; ensures safety of public and work crew.
  • Maintains accurate, up to date records on all maintenance, repair and service activities conducted or planned; maintains inventory of replacement parts and equipment, as assigned.
  • Responds to after-hours emergencies and assists other staff or the public as needed in emergency or relief situations; performs on-call, stand by duty as needed.
Employment Standards / Minimum Qualifications Knowledge of:
  • Principles, practices, methods, procedures, materials, and equipment used in the installation, construction, operation, maintenance, and repair of water or reclaimed water/wastewater facilities, systems, and equipment.
  • Procedures, equipment, materials, and tools used in the operation, maintenance, and repair of generators, compressors, pumps, chemical equipment, valves, motors, switching equipment, and meters, wells, electrical panels, automated control valves, and regulators.
  • Principles of automation, hydraulics, mechanics, and electricity as applied to water pressure and water pumping operations.
  • Practices in heavy motor equipment operation.
  • Water disinfection systems, water treatment chemistry, chemical dosage calculations, and the use of basic laboratory instruments.
  • Safe practices for working with hazardous chemicals and materials.
  • Methods, techniques, and quality control practices of conducting water sampling and testing.
  • Supervisory control and data acquisition systems (SCADA).
  • Methods and equipment used in plumbing, concrete and carpentry work.
  • Applicable federal, state, and local laws, codes, and ordinances relevant to the area(s) of responsibility.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and County staff.
  • The structure and content of the English language to effectively perform the work.
  • Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to the work performed.
Ability to:
  • Operate and maintain water or reclaimed water/wastewater facilities and systems.
  • Operate, maintain, and repair generators, compressors, pumps, chemical equipment, valves, motors, switching equipment, and meters, wells, electrical panels, automated control valves, and regulators.
  • Read and interpret gauges, recording devices, and other monitoring equipment and make necessary operational adjustments.
  • Measure street cuts for asphalt patching operations; lay asphalt and pavement.
  • Take samples and perform on site laboratory testing.
  • Read and interpret water maps, plans, blueprints, drawings, schematics, specifications, charts, graphs, equipment manuals, and other technical documents.
  • Clean, grease, and oil mechanical equipment and tools to ensure proper working order.
  • Safely and effectively use and operate a variety of diagnostic equipment, power and hand tools, mechanical equipment, vehicles, and light to heavy equipment used in maintenance of water production and distribution systems including dump trucks, crane trucks, forklifts, backhoes, loaders, concrete saws, and other related equipment.
  • Operate SCADA telemetry systems.
  • Perform basic mathematical computations.
  • Troubleshoot maintenance problems and determine materials and supplies required for repair.
  • Maintain accurate logs, records, and basic written records of the work performed.
  • Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to the work performed.
  • Effectively use computer systems, software applications relevant to the work performed, and modern business equipment to perform a variety of work tasks.
  • Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
Education and Experience:Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:Equivalent to completion of the twelfth (12th) grade.Two (2) years of experience equivalent to that of a Water/Wastewater Operator I with Madera County.Licenses and Certifications:
  • Possession of, or ability to obtain by the time of appointment, an appropriate California driver's license.
  • Possession of the following valid certifications issued by the State Water Resources Control Board:
  • Grade I orII Wastewater Treatment Plant Certificate and a Grade I or II Water Treatment Operator Certificate and a Grade I or II Water Distribution Certificate. (At least one certificate, either the wastewater certificate or the water treatment and distribution certifications must be a Grade II level.)
  • PHYSICAL DEMANDSMust possess mobility to work in the field; to sit, stand, and walk on level, uneven, or slippery surfaces; frequently reach, twist, turn, kneel, bend, stoop, squat, crouch, grasp and make repetitive hand movement in the performance of daily duties; to climb and descend ladders, to operate varied hand and power tools and construction equipment, and to operate a motor vehicle and visit various County sites; strength, stamina, and mobility to perform medium to heavy physical work, to work in confining spaces and around machines; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone or radio. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 75 pounds, or heavier weight with the use of proper equipment and assistance from other staff. ENVIRONMENTAL CONDITIONSEmployees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Individuals with no current or prior qualifying public sector service, and who are defined as new members or new employees under the Act, will be eligible for the 2% @ 62 retirement benefit formula (based on the highest 36-months with the employee paying 7.75% toward the retirement cost);
    • County participates in the Public Employees' Retirement System Health Benefit Program and for certain selected health plans, the County pays 95% of health insurance premium for employee and 50% for either two-party or dependent coverage;
    • Additional salary increases after 10, 15, and 20 years of service.
