WATER & WASTEWATER SERVICE TECHNICIANDepartment: Public WorksDivision: Water/WastewaterReports To: Utility SupervisorGrade: 6FLSA: Non-ExemptEffective: 12.2024Position SummaryUnder the supervision of the Utility Supervisor, The Service Technician performs unskilled and semi-skilled work in turning water on and off, reading meters, collecting water samples, and taking service calls. Checks for proper operation, maintenance, and repair of water meters. This position acts as back-up to Administrative Assistant as it concerns meter reading, and meter service duties. This position participates in the annual standby rotation and is required to respond to emergency callouts for assistance in the repair of water and sewer system.Essential Functions:
- Collects and mails state samples;
- Take chlorine and fluoride samples;
- Perform various water sampling analysis;
- Perform laboratory sampling procedures;
- Records sample and meter readings electronically and in paper format;
- Responds to water taste and odor complaints;
- Turn meters on and off, locks and unlocks meters;
- Daily services orders including meter checks using the meter puck and a laptop or handheld;
- Installs and programs meters, MXUs;
- Maintains route sequences;
- Plans annual meter change outs with direction from Superintendent;
- Operates various types of power pumps and related equipment and machinery;
- Use hand tools and small power equipment;
- Generate reports using Microsoft office software;
- Operates computer software;
- Flushes water lines;
- Performs general maintenance and maintains equipment.
Marginal Functions:
- Operates high loader, backhoe, sewer combination truck, trencher, well houses, pumps, motors, and department equipment;
- Installs and repairs water, sewer lines, and fire hydrants;
- Checks fuses, hour metes and relay switches
- Cleans offices and shop area;
- Mows grass and trims trees;
- Other related duties as deemed necessary or as required.
Position Requirements:Experience: This is a position requires some knowledge and experience in computer systems operation, water and wastewater construction; experience in operating medium equipment is required. Employee is expected to have acquired the necessary information and skills to perform the job within six months in the position. Minimum of a class I (Class 2 preferred) Water or Wastewater certification. Employee must possess a valid Commercial Driver's License with airbrake and tanker endorsement. Education: High School diploma or GED. Confined space and NIMS training within one year of employment.Skills: General knowledge of computer software, water testing, chemical usage, and equipment maintenance. The ability to understand and follow oral and written directions. Ability to operate a calculator, computer keyboard, and typewriter. Ability to use hand tools and small power equipment. Ability to operate Division equipment.Problem Solving: Limited problem solving exists in this position. Problems include equipment failures and leak determinations.Decision Making: Decision making is limited in this position.Accountability: Employee is responsible for maintaining meter equipment, determining needed meter change outs, and route sequences.Supervisory: None.Residency Requirement: Must live within 30 minutes of the intersection of First and Main streets.Personal Relations: Regular contact with other city departments and the public.Working Conditions: Manual labor is required. This job involves outside work in water and mud around open trenches, construction equipment and occasionally vehicular traffic in all weather conditions. The job involves excessive awkward positions, turning/ twisting, upper and lower body movements for extended periods of time for operating valves, roll cutting pipe (cutting out section of pipe by hand, very physical work) and doing the general tasks of the job. This job requires being lowered into and out of manholes with a diameter of 22 inches.
