Job Description:

Provide on-site subject matter expertise in Tactical Maneuver Watercraft Research Analysis for the Littoral Maneuver Branch, MExW, at Headquarters Marine Corps, Deputy Commandant for Combat Development & Integration (DC, CD&I), Marine Corps Combat Development Command (MCCDC), located at Quantico, VA.

Responsibilities/Duties:

* Assist with identification of littoral tactical maneuver, watercraft, and surface vessel requirements for the Marine Corps and the Naval Expeditionary Force and assist with the associated capability development documentation as defined in the Joint Capabilities Integration and Development System process.

* Leverage operational experience and technical expertise as an Army Watercraft expert to assist in developing functional concepts, concepts of employment, and concepts of operations, documentation specific to various tactical maneuver platforms including but not limited to manned/unmanned watercraft and surface vessels.

* Participate in the planning, design, and execution of demonstrations, operational evaluations, assessments, acceptance trials, documentation, and adjudication of observations related to tactical maneuver watercraft requirements developmental efforts.

* Assist with the development and refinement of Mission Essential Tasks, Task Lists, and Marine Corps Task Lists regarding tactical maneuver watercraft.

* Support doctrine development, and periodic doctrine reviews associated with Marine Corps, and Naval Expeditionary Force tactical maneuver and watercraft operations.

* Assist with collaboration efforts through various resource sponsors to ensure Marine Corps and Naval Expeditionary Force required capabilities and equities are accurately interpreted and incorporated within appropriate tactical maneuver watercraft requirements documentation.

* Assist with Science and Technology (S&T) efforts necessary to enhance future littoral maneuver and Surface Craft/Connector capabilities of the Marine Corps and Naval Expeditionary Force.

Supplemental Duties:

* Provide research analysis, information management, presentation preparation, report generation, and methodology development.

* Provide input and representation on watercraft and surface vessels operational capabilities, capacities, and employment, to include their interface with ships and force exercises and operations.

* Enable effective decision making by researching, retrieving, and aggregating information from multiple sources and compiling it into a digestible and actionable format.

* Develop, refine, and apply a variety of analytical methods and tools to identify watercraft and surface vessels requirements, capabilities, gaps, and solutions.

* Elicit and define requirements and use data and metrics to draw programmatic insight.

* Strong verbal/written communication and data presentation skills, including an ability to effectively communicate with both programmatic and technical teams.

Administrative Duties:

* Prepare information papers and program briefs for leadership.

* Prepare and submit monthly accomplishment reports to the Task Lead.

* Prepare and submit travel request forms and trip reports as necessary.

* Complete required annual government training.

* Assist in publishing the Maritime Expeditionary Warfare Annual Report.

Education/Experience/Qualification:

* Bachelor's degree Preferred.

* High School Diploma, AA Degree, or years of experience in lieu of degree.

* Experienced Army Watercraft operational research and analysis in military planning and/or operations.

* Knowledge of Army/Navy/Marine Corps policies and procedures.

Additional Skills:

* Capable of working efficiently within a military staff environment that requires coordination at the Army, Navy & Marine Corps service and joint staff levels.

* Proficient in Microsoft Office Suite.

* Excellent verbal and written communication skills.

* Proficient in SharePoint; SharePoint Administrator training preferred.

Location: The primary workplace will be the Marine Corps Combat Development Command (MCCDC), General Raymond G. Davis Center (Bldg. 3300), 3300 Russell Rd, Quantico, VA 22134.

Work Environment:

* On-site office environment, amongst mixed military/civilian/contractor personnel.

* Employees will be exposed to a wide variety of people with differing functions, personalities, and abilities.

* Remote work may be authorized, in coordination with client.

Physical Demands:

* Work is generally sedentary; there could be a requirement to visit and walk about Surface Vessels, or assist in moving and repositioning computer systems, servers, and other office equipment weighing no more than 50 pounds per person (e.g., two-man lift 100 lbs.).

Work Schedule: Full Time/40 hours per week. Mon-Fri/8 hours a day. Normal working hours are 8:00 AM - 4:00 PM (0800 - 1600).

License and Other Requirements:

* Hold a valid US Driver's License, with ability to operate private, and commercial owned motor vehicles (Rental), as required for commuting and travel.

* Must be able to obtain a contractor's common access card, which will stand as identification for instructors and will enable them to access government owned computer equipment and Non-secure Internet Protocol.

Security Clearance: Possess or be eligible to possess an active U.S. Secret level security clearance. As required, obtain a Secure Internet Protocol (SIPR) access token for access to government SIPR computers terminals.

Travel: Travel to other government facilities, other contractor facilities, and/or ships will be required. Travel may be required on weekends and could include CONUS and OCONUS locations. The exact dates and duration of travel will vary dependent upon location and requirements of individual events to include planning, attendance at meetings, conferences and/or wargames.
