DISTINGUISHING FEATURES OF THE CLASS
The work involves responsibility for managing the day to day operations of a watershed agricultural project. An employee in this class will be responsible for the agricultural programs and policies affecting the project. Duties involve overseeing the layout, design and construction of Agricultural Best Management Practices in fulfillment of Whole Farm Planning. Whole Farm Planning is the process by which specific Agricultural Best Management Practices such as soil erosion control, animal waste management, plant nutrient management, domestic animal pathogen management and chemical and pesticide management are implemented in order to reduce potential non-point source pollution from farms. Work is performed under the general supervision of the Conservation District Program Leader. General supervision is exercised over subordinate project employees. Does related work as required.
TYPICAL WORK ACTIVITIES
Supervises project staff and assists in conducting performance appraisals.
Develops staff training plans with other project employees.
Oversees the layout, design and construction of Agricultural Best Management Practices in fulfillment of Whole Farm Planning.
Establishes, with the project team, standards and priorities for Agricultural Best Management Practice design, installation and maintenance.
Assures the daily operation of the program within the approved budget.
Recommends to the Conservation District Program Leader specific expenditures within the program budget.
Provides preliminary approval on payroll time sheets submitted by project team members.
Provides preliminary approval for specific employee expenditures within the approved budget.
Provides information for the preparation of program reports and writes and presents such reports as requested.
Assures the legal and ethical propriety of all activities of the project staff.
Develops new program initiatives under the direction of the Conservation District Program Leader.
Attends training sessions as required and as per training plan.
Recommends watershed agricultural policy to the Conservation District Program Leader.
Coordinates watershed agricultural program with other groups and agencies.
Assists in the general development of a watershed agricultural project.
Assists in the development and implementation of project contracts and project procurement procedures.
Develops a monitoring program to show project results.
Confers with the Conservation District Program Leader with regard to management matters.
Applies computer technology to project programs wherever feasible.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of the principles and practices of agricultural conservation with emphasis on soil and water conservation related specifically to water quality and Whole Farm Planning.
Good knowledge of Agricultural Best Management Practices and their role in Whole Farm Planning.
Good knowledge of the district's overall programs, goals, policies and procedures.
Good knowledge of the principles and practices of supervision.
Good knowledge of public and/or business administration.
Good knowledge of the principles and practices of personnel management.
Working knowledge of computer applications to Whole Farm Planning with an emphasis on water quality.
Ability to estimate specific Best Management Practice costs in watershed agricultural projects.
Ability to plan, organize and supervise the work of subordinate employees.

MINIMUM QUALIFICATIONS
A) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a baccalaureate degree in Agronomy, Agricultural Economics, Natural Resource Conservation, Environmental Science or a closely related field, and two (2) years of professional level work experience, or its part-time equivalent, in agricultural water quality management or a closely related field, in which the incumbent must have been responsible for program planning, development, administration or implementation; or,
B) Six (6) years of professional or paraprofessional level work experience, or its part-time equivalent, in agricultural water quality management or a closely related field, two (2) years of which must have been professional level work experience in which the incumbent must have been responsible for program planning, development, administration or implementation; or,
C) An equivalent combination of training and experience as defined by the limits of (A) and (B).
NOTE: Successful completion of graduate semester hours in Water Quality Management or a closely related field, may be substituted for work experience as follows: Thirty (30) graduate semester hours is equivalent to one (1) year of work experience; Sixty (60) graduate semester hours is equivalent to two (2) years of work experience.
