Title: WIC Coordinator Closing Date: December 12, 2024Department: Health and Human ServicesReports to: Public Health SupervisorPosition Status: 1.0 FTE Job Location: Chisago County Health and Human Services, North Branch, MNSalary Range: $35.21 to $46.36Position ObjectiveThe Women, Infant, and Child (WIC) Coordinator provides leadership in developing quality WIC nutrition and customer service. The coordinator is responsible for planning, implementation and evaluation of processes for the public health WIC program under the delegation of the Public Health Supervisor or as part of a team focusing on the WIC program or other public health initiatives. This position assists in integrating research and best practices into specific program areas and provides program consultation to internal staff and external partners. Ensures responsible and effective coordination of the WIC grant and meeting program requirements. May also conduct individualized nutrition assessments to determine eligibility, providing client centered nutrition and breastfeeding education and counseling, prescribing food packages, as well as referring clients to other health and social services programs specifically for pregnant and postpartum women, infants, children up to the age of five within the WIC program. Work is performed under the limited supervision of Public Health Supervisor. - Program Administration- Under direction of WIC supervisor will,
- Coordinates local WIC program, ensures WIC grant duties are administered appropriately, including delegated program assessment, planning, implementation, and evaluation of the program.
- Monitors compliance with federal regulations, assist in training staff and monitoring their work, assures quality services, and interacts directly with state and regional WIC staff.
- Work with supervisor to hire and evaluate performance and support WIC staff so that the program is administered effectively and efficiently.
- Plan and coordinate WIC clinic activities.
- Plan and coordinate nutrition services.
- Ensure participants receive quality service and appropriate benefits.
- Guides work of WIC case aide and CPA's according to program requirements.
- Schedules and conducts WIC staff meetings.
- Daily Operation of the WIC Program
- Daily operations of the WIC Program, including caseload management, and preparation of nutrition, education and breastfeeding promotion materials.
- Maintains WIC card security at clinic sites.
- Gathers information for new, returning, and transferring clients, updating client information as necessary.
- Determines priority and schedules appointments for both recertification's and new certifications following the waiting list guidelines set up by the Minnesota WIC Program.
- Addresses dietary, procedural concerns, and referrals of exiting WIC clients over the phone.
- WIC Clinic
- Performs the components of the certification/recertification following state guidelines. Conduct necessary screenings including; height, weight, and hemoglobin.
- Determines eligibility of the participants following state guidelines.
- Offers nutrition education to all participants appropriate to their nutritional risk.
- Identifies actual or potential health problems, making appropriate referrals for further care or providing health education as intervention. Offers breastfeeding information and counseling to interested clients.
- Documents all certification data and nutrition education offered accurately and completely through S.O.A.P. charting on each participant.
- Advises each participant of their rights and responsibilities, including their right to a fair hearing. Ensures that all clients are treated fairly according to Federal Civil Rights guidelines.
- Assigns food prescriptions appropriately according to the participant's status and nutritional risk.
- Identifies high risk clients and provides follow-up according to WIC guidelines.
- Informs participants of the resources available to them in the community and makes referrals when appropriate.
- Informs potentially eligible persons in Chisago County about the availability of the WIC Program to encourage and promote participation in the program.
- Prepares, interprets, and issues vouchers to WIC
- Nutrition Education
- Assists in writing Nutrition Education Plan.
- Provides nutrition education with clients.
- Assists in development of education display/handouts as needed.
- Keeps local agency's nutrition education materials current.
- Routine chart audits according to state guidelines for monitoring CPA's
- Continuing Education
- Attends the yearly state nutrition education workshop and WIC regional meetings.
- Remains current on dietary, lactation, and general health information.
- Keeps current with changes in the WIC manual.
- Miscellaneous
- Participates in multi-disciplinary committees, advisory committees, and other community activities.
- Participates in and promotes the culture of performance management and quality improvement within the Public Health department.
- Prepares for and responds to emergencies, events, and incidents and assists communities in recovery, including a broad public health emergency.
- Maintains current knowledge of rules, statues, and regulations.
- Attends required trainings and meetings, including training in a wide variety of computer programs used in public health programing.
Knowledge, Skills and Abilities
- Knowledge and skill in WIC operating system.
- Breastfeeding Training
- Knowledge of federal, state, and local laws, rules, regulations, and policies pertaining to public health and to professional practice area.
- Knowledge of data privacy regulations.
- Comprehensive knowledge of computer software and information systems.
- Working skill in program evaluation, data collection, documentation of progress, and outcomes of public health programs.
- Ability to communicate effectively both orally and in writing.

Minimum QualificationsQualify as a Competent Professional Authority (CPA) per WIC guidelines. This includes;
- Bachelor's degree in an accredited nutrition program and registered with the Commission of Dietetic Registration (CDR). RDNs have completed 1200 hours of supervised practice and passed a national exam.
OR
- Bachelor's degree in an accredited nutrition program and licensed by the State of Minnesota Board of Dietetics and Nutrition Practice; Minnesota Statutes, Section 148.621 to 148.633. LDs have completed 900 hours of documented supervised practice in nutrition or have a doctoral degree from an accredited college with a major course of study in nutrition. LDs may also have valid current registration with the Commission of Dietetic Registration.
OR
- Bachelor's or Master's Degree in Nutrition such as Nutritional Sciences, Community Nutrition, Clinical Nutrition or Dietetics. Registered Nurse Licensed by the Minnesota Board of Nursing pursuant to Minnesota Statutes, Section 148.171 to 148.285. Preference given to nurses with a bachelor's degree or higher. Bachelor's or Master's Degree in Health or Home Economics field with applicable coursework in nutrition. At a minimum, coursework must include: 10 semester (or 15 quarter) credits in Food and Nutrition, including coursework in general human nutrition, and in nutrition for infants, children, and women during prenatal, postpartum, and breastfeeding stages; and 3 semester (or 4 quarter) credits in the principles of counseling and/or adult education; and 3 semester (or 4 quarter) credits in Chemistry or Biological Science. These positions must complete additional necessary training provided by the agency to qualify as a CPA.
AND

- Management-including program planning and evaluation; personnel management; and budget management.

- Master's Degree in Food and Nutrition or Dietetics with a Didactic Program in Dietetics (DPD) or a Coordinated program in Dietetics (CP) accredited by the Council for Education in Nutrition and Dietetics (ACEND) resulting in registration eligibility by the Commission on Dietetic Registration (CDR)
AND
- Three years community-based public health experience working in a WIC program.
- Current registration as a Registered Dietitian with the Commission on Dietetic Registration
- Current Licensure by the Minnesota Board of Dietetics and Nutrition Practice as a Licensed Dietitian or Licensed Nutritionist

- Valid Driver's License
- CPR certification within six months of hire
