Position Description The Anoka County Information Technology department's mission is to align and deliver cost-effective technology strategies and services in partnership with Anoka County Divisions, Departments and Offices, other local jurisdictions, and the public. The department has one immediate opening for a Senior Applications Developer, who is responsible for providing technical leadership, developing, integrating, and maintaining advanced solutions to support the operational needs of Anoka County. Some of the critical responsibilities of this position include designing and implementing custom applications, managing integrations, ensuring system security, and providing ongoing administration and support for software platforms. This is a full-time, exempt, hybridposition. Interviews will take place the week of December 16th, 2024 for those selected to move forward in the hiring process. Work Location This position will work at Anoka County Government Center, located at 2100 3rd Ave, Anoka MN 55303. This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office. Expected work hours are Monday - Friday 8:00 a.m. - 4:30 p.m. Job Duties and Responsibilities These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Senior Applications Developer. Meet with stakeholders and Business Systems Analysts to understand complex user requirements and how they translate to effective solutions. Develop, support, and maintain Workday and .NET platforms and their extensions using Workday Studio, Visual Studio, Workday Cloud Connect, and WOQL. Perform updates and modifications to existing applications. Design and implement integrations between systems using tools like Azure, EIB, APIs, and Workday Web Services. Design, implement, and maintain security roles and permissions within the software systems in collaboration with business stakeholders. Manage the day-to-day operations of software platforms, including user provisioning, system configuration, troubleshooting issues, applying updates and patches, and ensuring system performance and availability. Support day-to-day database operations in coordination with the DBA team. Provide technical leadership for system architecture design, integration strategies, and best practices on the development platforms. Design and develop complex software solutions. Evaluate and select appropriate platforms. Program, test, troubleshoot, implement, secure and document the information system in support of business obj ctives. Work collaboratively with IT team to respond to project requests and set specifications for new applications. Adhere to project timelines and tasks. Evaluate existing applications and perform updates and modifications utilizing advanced programming code. Customize integrations to ensure efficiency and functionality between software solutions. Extend and improve existing applications, working closely with other applications and backend developers. Conceptualize, create, recommend and implement new applications. Perform unit and integration testing before launch. Utilize industry-accepted testing methods to troubleshoot flaws. Conduct quality control analysis and develop pro-active procedures to minimize system problems, analyze system problems when they occur and take action to prevent a future occurrence. Develop and maintain technical documentation to represent the design and code of new applications and accurately document programming and code changes. Act as a point of escalation and provide senior-level application support. Resolve complex system problems, create reports, and ensure optimal utilization of the products. Train end users on the systems. Provide leadership, coaching, and/or mentoring to junior developers and ensure adherence to development best practices. Qualifications and Requirements: Minimum Knowledge, Skills, and Abilities Needed Requires a bachelor's degree and at least 4 years of job-related experience. In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis. Preferred Knowledge, Skills, and Abilities Needed Degree in computer science, computer engineering, software development, information technology or related field. Experience working on the Workday platform using technologies like Workday Studio, Workday Cloud Connect, Workday's proprietary programming language, Workday Object Query Language (WOQL), Workday Web Services, APIs, Enterprise Interface Builder (EIB). Experience with application development environments (Visual Studio, .NET, C#, Visual Basic, Microsoft Office VBA, Microsoft Access, SQL Database architecture, SQL Server Reporting Services, SQL Server Management Studio, and Team Foundation Server). Experience in developing software for and administration of cloud services like Azure, AWS, or similar. Experience in data modeling, conceptual and logical design, user interface design, testing, maintenance, security, debugging, reporting tools, end user training, documentation and integrating security into application development. Experience in client/server application development (COM, DCOM and instantiating and using COM objects, ODBC driver configuration, IIS, SQL Server). Experience in web application development (HTML, Classic ASP, ASP.Net, C#.NET, JAVA, AJAX) Ability to manage and prioritize multiple projects.
