DescriptionJOB VACANCY POSTING DATE: 09/16/2024 CLOSING DATE: 09/24/2024 POSITION: Working Supervisor 1 - Maintenance (1 vacancy) LOCATION: Maintenance Building SALARY: $14.93 Pay Grade 11 SEIU Bargaining Unit HOURS: 40 Hr. / per week (Starting and ending to be set my management) Overtime as Required by Director Report to work at the maintenance building BENEFITS: Full County Benefits after 90 day probation/ Medical Insurance available on first day of new month after hire date. OVERALL OBJECTIVE OF JOB To supervise staff for the maintenance and repairs of bridges, ordering materials for projects and the upkeep of County facilities and operating the necessary motorized equipment in order to assure the safety of county employees and public visiting County facilities. ESSENTIAL FUNCTIONS OF JOB
  • Performs a variety of repairs but not limited to plumbing, electrical, heating and air conditioning, carpentry in all County facilities and welding repairs on County bridges.
  • Oversees operational activities and custodial workforce as needed.
  • Provides instructions and directions as the lead worker in completing projects and repairs to facilities and bridges.
  • Installs parts and makes minor repairs to damaged equipment.
  • Operates a variety of equipment and hand tools, tractors, vehicles and other equipment.
  • Removes snow and maintains department roadways, parking lots, airport runway and sidewalks free of ice, snow and debris.
  • Cuts grass, trims, and prunes trees.
  • Makes rounds to ensure safety within the buildings/bridges and reports any repairs needed to the Director.
  • Oversees their assigned work crew to assure pre trips are done on County vehicles daily.
  • Oversees staff to assure the department restrooms are clean and in working order.
  • Assists as necessary in emptying trash when short staffed.
  • Paints and repairs walls when needed.
  • Installs and removes carpets in County buildings.
  • Delivers supplies within all County departments as needed.
  • Works in the County Prison to do general maintenance and repairs as needed.
  • OTHER DUTIES OF THE JOB:
  • Attends meetings, training, in-services as required.
  • Assists in performing other maintenance work as necessary.
  • Performs other job-related duties as required.
  • SUPERVISION RECEIVED: Receives instruction and supervision in regard to daily work duties from the Director. SUPERVISON GIVEN: Lead worker and supervises projects throughout the County as assigned. Provides direction and job duties for seasonal laborers and maintenance crew. WORKING CONDITIONS:
  • Works indoors and outdoors in adequate work space, lighting, ventilation and temperatures.
  • Works with above average exposure to stress and noise, but subject to frequent disruptions.
  • Subject to call-in for emergency work as needed for service or repairs.
  • Requires working at heights when repairing roof, and other painting or ceiling repairs.
  • Potential exposure to hostility, violence or physical outbreaks of irate individuals.
  • Normal indoor exposure to dust/dirt.
  • Works outdoors in all weather conditions.
  • PHYSICAL AND MENTAL CONDITIONS:
  • Must possess ability to follow instructions and pay close attention to details
  • Must possess ability to record, convey and present information, explain procedures and follow instructions.
  • Must be able to stand and walk intermittently for long periods throughout the workday, with occasional sitting, bending, twisting, stooping, climbing, carrying, pushing, pulling, reaching and grasping or driving as necessary to carry out duties of job.
  • Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso necessary to carry out duties of job.
  • Medium work, with frequent lifting/carrying of objects weighing from 25 -50 pounds.
  • Must demonstrate emotional stability.
  • Must be able to move frequently throughout the work day.
  • Must have average strength and physical endurance and the ability to lift up to 100 pounds as necessary.
  • Must be able to operate a variety of small and large equipment, including but not limited to a backhoe, a mini excavator, steiner four wheel drive mower, chain saw, weed eater, stone compactor, cement mixer, and pole saw.
  • QUALIFICATIONS
  • EDUCATION/TRAINING
  • High school diploma plus trade school training in any of the following electrical, plumbing, carpentry, painting, and welding. Valid PA license required to operate county vehicles.
  • WORK EXPERIENCE
  • 2 years experience in maintenance and repairs, including 1-2 years supervisory experience, and or certification for metal working and welding for bridge repairs. KNOWLEDGE, SKILLS AND ABILITIES REQUIRED
  • Must be able to speak and understand the English language in an understandable manner in order to carry out essential job duties.
  • Must possess ability to function independently, have flexibility and the ability to work effectively with vendors, co-workers and others.
  • Must possess a valid Pennsylvania Driver's License and a willingness to travel as needed.
  • Must possess knowledge of the methods, tools and practices used in general maintenance and construction.
  • Must possess knowledge and ability to detect defects in equipment and make proper adjustments.
  • Must possess knowledge of the occupational hazards and safety precautions and the ability to exercise skill in the care and use of various tools and equipment.
  • Must possess the ability to utilize various equipment such as a backhoe, mini excavator, steiner mower, snow blower etc.
  • Must possess ability to follow oral and written instructions.
  • Must possess ability to accurately and safely complete general repairs and maintenance on heating, air conditioning and plumbing needs.
  • Must possess ability to operate county vehicles used for maintenance and to plow snow in winter and cut grass in spring and summer.
  • Must have considerable knowledge of local codes and regulations and ability to trouble shoot problem areas.
  • Must possess some supervisory experience and ability to assign and direct work of subordinates.
  • Must be able to set up and use a transit for grade and elevation on projects.
