Job Description:
The City of Virginia Beach is recruiting for an Assistant Superintendent for our Juvenile Detention Center! The Virginia Beach Juvenile Detention Center (VBJDC) provides temporary, safe custody for juveniles who have criminal charges and need a restricted environment for their own protection or theprotection of the public. The primary responsibility of this position is ensure the facility is compliant with all State and local audits and to provide new and ongoing training for staff aligned with Department of Juvenile Justice (DJJ) regulations in conjunction with the Assistant Superintendent of Operations and Youth Detention Superintendent. Specific duties include, but are not limited to:
  • Oversee the department's training programs to ensure required training is conducted in compliance with applicable State, local, and Federal regulations and staff members maintain appropriate and current certifications; Maintain instructor certifications for all regulated trainings required for compliance including, handle with care, CPR & First Aid, and Prison Rape Elimination Act(PREA).
  • Conduct management reviews and audits, ensuring detention policies, practices, and procedures are consistent with the conditions of confinement and provide audit results to management officials.
  • Supervise a team of youth detention supervisors, senior specialists, and specialists to include performance management, training compliance, time and leave management and discipline in accordance with City and Department of Juvenile Justice (DJJ) policy.
  • Ensure compliance with all standards, policies, and procedures related to resident admissions, discipline, and well-being; Ensure compliance with all State, Federal, and local regulations.
  • Act as primary lead for management reviews and audits; Create and monitor detention contracts and Memorandum's of Understanding; and lead staff meetings.
  • Participate in budget development; monitor and report projected overages/shortages; provide corrective action recommendations.
  • Oversee visitor process ensuring compliance with visitation regulations; coordinate training for both staff and visitors as needed.
  • Conduct regular inspections of facility; identify violations and provide corrective action guidance; investigate serious incidents; prepare a variety of related reports related to overall compliance with recommended corrective action.
  • Attend State and local conferences and meetings; Coordinate regional court service activities including, detention documents, authorization listings, court dates, and correspondence.
Work Schedule: This position will work alternating shifts: 7:00am-3:00pm and 12:00pm-8:00pm.The City offers a generous benefits package such as health, dental and life insurance, retirement, and savings plans. Other key benefits include:
