The Orange County Zoning Division is seeking a highly qualified professional to fill the position of Assistant Project Manager.This position is responsible for assisting the Assistant Manager and Division Manager in the planning, administrative management, and project completion of assigned projects. The Assistant Project Manager will achieve their respective project management objectives. This position is geared towards Land Use and Zoning related project management, and not the more common types of project management in the fields of construction, civil, mechanical, industrial, biological and software engineering.
Work is performed with independence under the direction of the Assistant Manager and is reviewed on a regular basis through observations, conferences, and results achieved.
Job Description
Representative Duties/Assignments
* Supervises and assists in the coordination of lower-level personnel as required in the absence of the Chief Planner(s).
* Responsible for managing code updates for the Zoning Division, which includes research, analysis, code drafting, maps/exhibits, ordinance, report and presentation preparation, and the presentation of the proposed changes to the public and Boards according to the established standards of the Division.
* Responsible for planning, delegating, scheduling, reviewing and editing all work products related to code amendments.
* Performs project management responsibilities independently
* Work with Chief Planners to prepare regular training presentations and SOPs for general staff procedures.
* Provides advanced critical analysis, independent reviews and internal/external coordination with other Divisions/Departments or interested parties as part of the decision making process.
* Tracks legislative changes and identifies impacts to the Zoning Division. Prepares and processes any necessary County Code or process changes.
* Performs administrative management of projects including project planning, proposals, cost estimates, budgets, timelines and schedules, procurement of consultants, contract negotiation, reporting and monitoring.
* Responsible for managing various high-profile projects, applications, revisions to code, fees and processes.
* Responsible for coordination of all personnel: employees, vendors, contractors, etc. necessary to complete the project. Maintains effective and productive communications with team members, internal/external customers and vendors.
* Develops training guides, outreach tools, new processes and tracking tools to implement code changes or updates to current processes and presents code updates to both staff and the public. Facilitates staff/public meetings, trainings, and orientations.
* Serves as one of the primary division contacts and attends, conducts, and speaks before civic, community, governmental and professional groups and private organizations.
* Perform other related duties as assigned.
Minimum Qualifications
Bachelor's degree from an accredited institution and three years of progressive experience in Engineering, Building Construction, Architecture, Planning, Business Administration or closely related field and two years of project management experience; or an equivalent combination of relevant education or experiencemay be substituted on a year for year basis.
Preferences
Background and experience in Planning and Zoning
Experience in a government/ municipal setting
Understanding of and experience in the application of Form Based Codes
