Investigates violations and complaints, checks compliance with approved site plans or building codes, catalogues all complaints filed, creates case records of all investigations and generates appropriate notices of violations. May order compliance when deficiencies or infractions are noted. Assists the public with questions regarding zoning inspectionsor violations.Reports to the Zoning Enforcement Officer. When responding to matters concerning the Town's Nuisance Ordinance, reports to the Town Administrator or Designee.Qualifications1. AAS degree from an Accredited College in Architecture, Engineering, Building Construction, Land Surveying or a closely related field and four (4) years of recent work experience (within the past 10 years) in land use planning, architecture, zoning enforcement, engineering inspection or closely related field of work, one year of which demonstrates customer service experience utilizing public service skills; or2. Graduation from High School and six (6) years of recent work experience (within the past 12 years) in land use planning, architecture, zoning enforcement, engineering inspection or closely related field of work, one year of which demonstrates customer service experience utilizing public service skills; or3. Education and work experience equivalent to # 1 or 2 above however all candidates must have a High School diploma.SPECIAL REQUIREMENTS:Must obtain certification as a Zoning Enforcement Technician in the State of Connecticut within six months of appointment.QUALIFICATIONS: Knowledge of architectural or construction drafting, and land surveying Knowledge of planning, building design, landscape and site planning. Knowledge of building and zoning codes and regulations and their enforcement. Knowledge of investigatory processes with an understanding of and respect for individual rights as provided by Federal and State regulations. General knowledge of all facets of building construction including structural components, electrical, plumbing and HVAC systems. Skilled in the operation of a personal computer and related applications including Microsoft Word and Excel. Skilled in the conduct of research and investigations, examining information and making recommendations in compliance with code or regulation. Skilled in verbal and written communications Ability to understand and apply the zoning regulations in consultation with affected parties. Ability to read site plans and construction drawings. Ability to make sound judgments based on valid interpretations of codes and to enforce difficult decisions with diplomacy, courtesy and respect for all involved parties. Ability to work cooperatively with co-workers and establish and maintain cooperative relationships with building owners, architects, contractors, attorneys, public officials and the general public. Ability to sketch and prepare simple drawings and to prepare concise and accurate reports. Ability to operate standard office equipment and to handle counter-work responding to questions and concerns of the public for lengthy periods of time. Ability to work effectively and harmoniously with other Town agencies, construction personnel, supervisors, peers and the general public. Ability to climb a ladder, crawl in confined spaces and other similar spaces and to negotiate construction sites to make proper inspections. Ability to operate a motor vehicle in the State of Connecticut.Examination: 100% Training & Experience Assessment The examination to determine a candidate's eligibility for the position will be a Training and Experience Assessment. Once the Eligibility List is prepared no further information may be submitted and no adjustments will be made.Job DescriptionDepartment: Planning and ZoningBargaining Status: GMEASalary Range: G-AJob Code: 1138 ESSENTIAL FEATURES:Performs field inspections of planned site work screening both the site and plans to evaluate adequacy of parking facilities, fences, signs, lighting, odors and noise, to ensure compliance with approved plans and regulations. Assist with the evaluation of site and plot plans, including parking requirements, before permit issuance. Reviews zoning permits for zoning compliance prior to issuance of building permits.Inspects at site following the start of construction and on a scheduled repetitive basis thereafter to ensure compliance with Planning and Zoning Commission and Board of Appeals conditions as to hours of operation, odors, noise, scope of use, screening, lighting location and intensity, number of employees, adequacy of parking and egress.Investigates alleged or reported zoning or code violations and nuisance code complaints; visits site, interviews owners, agents, lessees and adjourning property owners; photographs and sketches site conditions and collects physical evidence necessary for investigation and recommendation of action to be taken.Coordinates with other Town Departments such as Health, Social Services, Public Works, Fire, Planning and Zoning and any others as needed to inspect and investigate complaints.Catalogues all reported complaints and reports of code violations and keeps detailed records of site visits and investigation.Assists in the office with questions concerning zoning and appeals to the Planning and Zoning Board of Appeals (PZBA). Assists the Zoning Enforcement Officer and office personnel with PZBA procedures.Attends meetings as directed to provide knowledge of zoning procedures and records relating to areas and individual properties under review or discussion.Researches records in Land use, the Building Division office, and land records in office of Town Clerk for evaluation and legal non-conformity. Researches permit records and Appeals Board decisions for zoning requirements and conditions and confer with the Zoning Enforcement Officer and the Director of Planning and Zoning/Town Planner. Consults with Assessor, Health Department, Fire Department and Police Department and other public and private agencies as needed.Confers with Building Official, Deputy Building Official or Zoning Enforcement Officer on questions of administrative procedures, zoning regulations or building code issues.Prepares violation case record and summary and data for correction orders; checks for compliance with correction orders; prepares summary for the Towns' attorneys when necessary and testifies in court as requested. Maintains accountability for accuracy of all case records.Checks sign removal as required after vacating of premises and conducts field inspections throughout the Town using a Town vehicle.Administers, and enforces the nuisance regulations according to Town regulations, charter, policies and procedures established by the First Selectman's Office.Confers with the Town Administrator or Designee regarding questions on administrative procedures related to nuisance regulations and associated issues. Coordinates with the designated Hearing Officer on nuisance abatement appeals.Performs other related work as required.Supplemental Information All positions may be subject to an interview process.
